Administrative and Legal Catalan

In Brief
Administrative and legal Catalan favors an explicit legal basis, an impersonal or institutional tone, and precise statements about duties, rights, decisions, and deadlines. Typical patterns include d'acord amb (“in accordance with”), impersonal es, nouns such as atorgament (“granting”), and the subjunctive after requirements or conditions. Good official Catalan is not simply elaborate Catalan: it should also identify the relevant action, authority, person, and time limit clearly.
Overview
You meet administrative and legal Catalan in statutes, regulations, public notices, applications, certificates, contracts, judgments, and communications from institutions. At C2, the goal is not only to understand specialized words. You need to see how a text establishes authority, performs an official act, limits a rule, and tells the reader what can or must happen next.
This register often suppresses the individual writer. Instead of “we have decided,” a document may name the institution, use a passive construction, or present the decision under a heading such as Resolc (“I hereby decide”). It also turns actions into nouns: presentar una sol·licitud becomes la presentació de la sol·licitud. This process is called nominalization—expressing an action or quality through a noun rather than a verb.
Many of these features also exist in formal English, but the closest-looking translation is not always the natural Catalan choice. English legal “shall,” for example, cannot be replaced automatically with a Catalan future tense. Depending on its function, Catalan may use ha de, cal, the present indicative, or a direct instruction. Likewise, a long impersonal sentence is not automatically more authoritative. Contemporary institutional writing generally values legal precision and plain expression together.
How It Works
1. Establish the legal basis
Official texts commonly begin a proposition by linking it to a rule, power, document, or circumstance. The connector shows what kind of relationship is intended.

These expressions are not decorative synonyms. En virtut de les competències atribuïdes... claims a source of authority, whereas atès que s'ha exhaurit el termini... gives a factual reason. Use the formula that expresses the real logical link.
References should make the source easy to locate: l'article 3, l'apartat 2, la disposició addicional primera, or la Llei 39/2015, d'1 d'octubre. El que estableix l'article 3 means “what Article 3 establishes”; when the proposition can be shorter, d'acord amb l'article 3 may be enough.
2. Choose who appears as the actor
Catalan offers several ways to keep the focus on the official act rather than on an individual official.

A subject is the person or thing grammatically presented as carrying out or undergoing the action. In S'aproven les bases, les bases is the grammatical subject, so the plural verb aproven agrees with it. In impersonal Es notifica a la persona interessada, no grammatical actor is named and the verb remains singular.
Do not hide the actor when responsibility matters. La unitat instructora ha de trametre l'informe en deu dies is clearer than a passive if the reader needs to know which unit must act.
3. Use nominalization selectively
Nominalizations package procedures as stable legal concepts:

This is useful when the action itself has a defined procedural role: L'atorgament de la llicència resta condicionat a l'obtenció de l'informe favorable. Here both atorgament and obtenció refer to identifiable stages.
Too many action nouns, however, create chains such as la realització de la comprovació de la presentació de la documentació. A finite verb—a verb marked for person and tense—usually reveals the action more clearly: L'òrgan comprovarà que s'hagi presentat la documentació.
4. Express duties, permissions, and conditions precisely
English “shall” can signal several different legal functions. Translate the function, not the word.

An infinitive is the basic verb form, such as presentar. The subjunctive is a set of verb forms used when an action is required, intended, possible, conditional, or not presented as an established fact. Formal texts frequently create precisely these environments:
- Cal que la persona interessada comparegui.
- Abans que es dicti la resolució, s'obrirà un tràmit d'audiència.
- Sempre que es compleixin els requisits, es podrà renovar l'autorització.
- En cas que la documentació sigui incompleta, se'n requerirà l'esmena.
The subjunctive is not “more formal” by itself. It is required by the structure and meaning. After factual atès que, for example, the indicative is normal: Atès que el termini ha finalitzat...
5. Build a coherent official document
A decision often moves through recognizable stages: identification of the matter, facts or background, legal grounds, operative decision, information about notification and review, and signature. Common performative forms include:
- Faig constar que... — used to certify or place a fact on record.
- Certifico que... — used when the signer has authority to issue a certificate.
- Resolc: — introduces the operative points of a decision.
- Us notifico que... or Es notifica a la persona interessada que... — communicates an official act.
- Contra aquesta resolució es pot interposar un recurs... — introduces information about review or appeal.
A performative is wording that carries out an act by being issued by an authorized person: Resolc does not merely describe a decision; in the proper document, it expresses that decision. The exact formula depends on the document type and the competent institution, so models should not be copied without checking their legal setting.
6. Control reference and information flow
Legal texts must repeat terms when repetition prevents ambiguity. Once the participants are unmistakable, pronouns and shorter references can reduce heaviness. Catalan object pronouns can be especially useful: se'n requerirà l'esmena means that correction of it will be required, where en refers back to incomplete documentation or defects.
Avoid using el mateix / la mateixa merely as an all-purpose equivalent of English “the same” or a formal pronoun: La persona va presentar la sol·licitud i va adjuntar-hi els documents, not the needlessly heavy ...va adjuntar a la mateixa els documents. If a repeated noun is legally important, repeat it; otherwise use a clear Catalan pronoun or recast the sentence.

Common Mistakes
Treating the future as a universal legal “shall”
- Wrong: La persona interessada presentarà el certificat abans de divendres. (when stating an obligation)
- Right: La persona interessada ha de presentar el certificat abans de divendres.
- Why: The future can announce what will happen, but ha de presentar directly expresses a duty. First decide whether the clause imposes a duty, predicts an event, or gives an instruction.
Missing agreement in a pronominal passive
- Wrong: S'aprova les bases reguladores.
- Right: S'aproven les bases reguladores.
- Why: In this passive pattern, les bases reguladores is plural, so the verb is plural too. Compare the genuinely impersonal singular Es notifica a les persones interessades que...
Using the indicative after a requirement
- Wrong: Cal que la persona sol·licitant presenta el document.
- Right: Cal que la persona sol·licitant presenti el document.
- Why: Cal que presents an action as necessary and takes the subjunctive. Here presenti is the present subjunctive of presentar.
Translating English bureaucratic wording word for word
- Wrong: Aplicar per una llicència or prendre una decisió in a context where standard administrative terms are intended.
- Right: Sol·licitar una llicència; adoptar una decisió or dictar una resolució, depending on the act.
- Why: Institutional language relies on established combinations of words. English apply and take a decision do not determine the Catalan verb.
Hiding every actor behind abstract nouns
- Wrong: Es procedirà a la realització de la notificació de la resolució per part de la unitat.
- Right: La unitat notificarà la resolució.
- Why: The shorter version states who does what. Use an impersonal construction only when the actor is irrelevant, already obvious, or deliberately institutional.
Using a later-action gerund
- Wrong: Es va dictar la resolució, notificant-la l'endemà.
- Right: Es va dictar la resolució i es va notificar l'endemà.
- Why: A Catalan gerund normally expresses an action simultaneous with or prior to the main action, not a separate event that happens later.
Usage Notes
Persona interessada and persona sol·licitant are clear, gender-inclusive labels for procedural roles. They often work better than treating a masculine occupational or participant noun as if it necessarily named everyone. Once a role has been defined, consistency matters more than cycling through elegant synonyms: changing persona sol·licitant to peticionari may suggest a distinction that was not intended.
Several near-equivalents have specialized uses. Termini usually denotes a period allowed for an action, as in un termini de deu dies; data límit explicitly names the deadline date. Expedient is the organized administrative case or file, not simply any folder of papers. Tràmit is a procedural step, while procediment is the ordered process as a whole. Al·legacions are arguments or representations submitted in a procedure; recurs is a formal means of challenging a decision.
Restar appears in formulas such as resta condicionat, resta prohibit, and resta sense efecte. It is appropriate in established formal combinations, but replacing every form of ser, estar, or quedar with restar makes prose artificially bureaucratic. The same caution applies to hom (“one”): it belongs to formal Catalan, but an institution can often write more directly with a named subject, cal, or an es construction.
Capitalization should not be imported automatically from English. Generic names such as l'administració, el departament, la llei, and l'article are normally lowercase unless an official name or a position in a title requires otherwise. Follow the official spelling of institution names and the citation conventions of the body producing the document.
Beyond the Basics / Advanced Use
At the highest level, interpretation depends on scope—exactly which words a condition, exception, or modifier applies to. Compare Només poden presentar la sol·licitud les entitats acreditades with Les entitats només poden presentar la sol·licitud telemàticament. In the first, només restricts who may apply; in the second, it restricts the permitted method. Moving a small adverb can change a legal effect.
Connectors also organize argument rather than merely making prose formal. Atès que supplies a premise; per tant introduces a consequence; tanmateix marks a contrast; així mateix adds a parallel point; sens perjudici de prevents the new statement from cancelling another rule. A well-drafted text makes these relations visible without stacking several connectors that do the same job.
Legal and administrative texts are not one uniform style. A statute may need stable definitions and repeated terms; a judgment must distinguish facts, legal reasoning, and its ruling; a form instruction should prioritize direct steps; a notice must explain consequences and routes of review. Formulaic language can secure consistency, but every formula must fit the authority, jurisdiction, document type, and current law. For real-world drafting, language competence does not replace legal verification.
Finally, learn to switch between dense and reader-centered versions without changing the content. La manca de presentació de la documentació dins del termini comportarà el desistiment may be appropriate in a compact provision. In a public-facing instruction, Si no presenteu la documentació dins del termini, s'entendrà que desistiu de la sol·licitud may make the consequence easier to understand. The second person is not inherently too informal: institutions often use vós agreement—forms such as presenteu and the object pronoun us—to address the public respectfully and directly.
Practice Tips
- Mark the function of each clause. In a real notice, label phrases as legal basis, fact, duty, condition, decision, deadline, or route of review. Then identify the grammar used for each function.
- Rewrite in both directions. Turn L'òrgan revisarà la documentació into La revisió de la documentació correspon a l'òrgan, then decide which version makes responsibility clearer. Do the same with active, passive, and impersonal sentences.
- Build terminology in combinations, not isolated words. Record dictar una resolució, emetre un informe, presentar al·legacions, interposar un recurs, and esmenar una sol·licitud as whole units, always with a realistic sentence.
