In Brief
Official Urdu is a highly formal register used in government correspondence, notices, applications, regulations, and legal settings. It relies on fixed Perso-Arabic expressions, dense noun phrases, respectful requests, and passive or impersonal wording: بذریعۂ ہذا مطلع کیا جاتا ہے means “you are hereby informed.” At C2, the main goal is not to make every sentence sound elaborate, but to recognise these conventions and use them precisely when the document calls for them.
Overview
Bureaucratic Urdu is not a separate grammar. It is a specialised way of selecting and arranging forms that also occur in formal Urdu. A routine spoken instruction such as یہ کاغذات جمع کریں (“submit these documents”) may appear in an office notice as مطلوبہ دستاویزات جمع کروائی جائیں (“the required documents should be submitted”). The official version changes the vocabulary, hides or downplays the person giving the instruction, and places the administrative action at the centre.
You will encounter this register in government letters, forms, notifications, court-related documents, institutional emails, tender notices, certificates, and formal applications. Some private organisations imitate the same style. Modern official writing varies: one office may use relatively plain Urdu, while another retains traditional phrases such as حسبِ ضابطہ (“in accordance with the rules”) and مذکورہ بالا (“above-mentioned”). Legal drafting is an even more specialised field, so a learner should not assume that knowing formal phrases is enough to draft a legally binding text.
This C2 topic builds on the C1 formal and literary register. You should already be comfortable with respectful address, passive constructions, and izafat (a linking construction that joins nouns and adjectives, often with an unwritten or specially marked -e/-i sound). Here the challenge is to read long nominal groups, identify who must do what, and distinguish genuine administrative conventions from ornament that only makes a sentence harder to understand.
How It Works
1. Formulaic openings and reference phrases
Official documents often begin by identifying an earlier letter, order, subject, or legal authority. These expressions act like English “with reference to,” “pursuant to,” and “in continuation of.” Their exact force depends on the complete sentence.

A reference phrase does not normally form a complete sentence. It establishes the document’s frame, after which a main clause states the decision, request, or information:
آپ کے مکتوب کے حوالے سے مطلع کیا جاتا ہے کہ درخواست زیرِ غور ہے۔
“With reference to your letter, you are informed that the application is under consideration.”
2. Izafat and compressed noun phrases
Izafat links one word to the next, roughly with the sound -e after most consonants and -yi/-e in some vowel-ending spellings. It can connect a noun with an adjective or another noun. In official Urdu, several links may be packed together:
- حکمِ مجاز افسر — “the order of the authorised officer”
- شرائطِ تقرری — “conditions of appointment”
- مقتضائے حال — “the requirement of the circumstances,” hence “as circumstances require”
- درخواست ہائے موصولہ — “applications received”
The small izafat mark is not always written consistently. Forms ending in ہ may show it with hamza, as in بحوالۂ and بذریعۂ. Elsewhere it may be represented by a zer (ِ) or left for the reader to supply. Read from the head outward rather than translating each word immediately. In شرائطِ تقرری, first identify شرائط (“conditions”), then ask “conditions of what?”—تقرری (“appointment”).
Not every formal-looking sequence uses izafat. Urdu also has native postpositional constructions with کا/کی/کے, as in آپ کی درخواست (“your application”), and compound expressions whose relationship is fixed by usage. Mixing these systems at random produces unnatural prose.
3. Passive and impersonal instructions
The passive voice presents the recipient or result rather than the actor. A passive clause is one in which the person or thing affected by an action becomes central, while the doer may be omitted. Official Urdu frequently uses a perfective participle (a verb form such as کیا, “done”) plus جانا:

Agreement matters. دستاویز is grammatically feminine, so جمع کروائی جائے is feminine singular. کاغذات is masculine plural, so منسلک کیے جائیں is masculine plural. In long sentences, locate the noun governed by the passive verb before choosing the participle.
Some official statements are impersonal without being passive: ضروری ہے کہ... (“it is necessary that...”), لازم ہوگا کہ... (“it will be obligatory that...”), and اجازت نہیں ہوگی (“permission will not be granted / it will not be permitted”). These constructions state an obligation while avoiding a conversational command.
4. Respectful requests and controlled directives
ازراہِ کرم literally invokes kindness and functions as an elevated “please.” براہِ کرم is also formal and is common in public notices and correspondence. These expressions soften a request, but the verb still needs the respectful plural form used with آپ:
- ازراہِ کرم مطلوبہ معلومات فراہم کریں۔ — “Please provide the required information.”
- براہِ کرم دستخط ثبت فرمائیں۔ — “Please affix your signature.”
فرمائیں adds deference to the action, but it should not be inserted into every sentence. Neutral official prose often prefers کریں, while orders and regulations may use کیا جائے. The choice reflects the document’s purpose: a courteous request, an instruction, or a binding rule.
5. Administrative linking words
Dense official prose uses connectors to specify conditions, reasons, exceptions, and consequences.

Punctuation and sentence boundaries are especially important here. A chain containing بشرطیکہ, تاہم, and بصورتِ دیگر may encode different legal effects. Do not treat these words as interchangeable decorative transitions.
6. Closing formulas and authority
A document may end by naming the authority or the action expected:
- حکم کی تعمیل کو یقینی بنایا جائے۔ — “Compliance with the order must be ensured.”
- یہ حکم فوری طور پر نافذ العمل ہوگا۔ — “This order will take effect immediately.”
- بذریعۂ ہذا اطلاع دی جاتی ہے... — “Notice is hereby given...”
- دستخط مجاز افسر — “signature of the authorised officer”
- نقل برائے اطلاع و ضروری کارروائی — “copy for information and necessary action”
بذریعۂ ہذا is a traditional formula meaning approximately “by means of this [document]” or “hereby.” In current prose, اس خط کے ذریعے (“through this letter”) or simply مطلع کیا جاتا ہے may be clearer. Preserve the traditional formula when recognising or reproducing an established document style; do not assume it is mandatory in every formal email.

Common Mistakes
Treating a set phrase as a complete sentence
- Wrong: بحوالۂ مذکورہ بالا۔
- Right: بحوالۂ مذکورہ بالا، مطلوبہ معلومات ارسال کی جا رہی ہیں۔
- Why: “With reference to the above-mentioned” only supplies a frame. The reader still needs the main message.
Losing passive agreement
- Wrong: درخواست جمع کروایا جائے۔
- Right: درخواست جمع کروائی جائے۔
- Why: درخواست is feminine singular, so the participle is کروائی, not masculine کروایا.
Combining courtesy with the wrong verb level
- Wrong: ازراہِ کرم فارم جمع کرو۔
- Right: ازراہِ کرم فارم جمع کروائیں۔
- Why: ازراہِ کرم belongs to a highly respectful register, while کرو is an intimate singular command. Use an آپ-level respectful verb.
Translating “hereby” word for word everywhere
- Wrong: Using بذریعۂ ہذا in every formal email merely because English has “hereby.”
- Right: Use آپ کو مطلع کیا جاتا ہے or plain اس ای میل کے ذریعے when that matches the institution’s style.
- Why: بذریعۂ ہذا is conventional and elevated. English and Urdu official formulas do not map word for word in every context.
Stacking formal vocabulary without clarifying the action
- Wrong: حسبِ ضابطہ مقتضائے حال کے تحت ضروری کارروائی عمل میں لائی جائے گی۔
- Right: قواعد کے مطابق درخواست کی جانچ کی جائے گی۔
- Why: The first sentence announces vague “necessary action” but does not say what will happen. Precision is more official—and more useful—than ornament.
Confusing permission, duty, and possibility
- Wrong: Using کیا جا سکتا ہے (“may/can be done”) when the rule requires action.
- Right: Use کیا جائے گا (“will be done”) or کرنا لازم ہوگا (“it will be obligatory to do”), according to the intended force.
- Why: Modal wording can change a document’s practical meaning. In legal or regulatory writing, have the exact wording checked by a qualified professional.
Usage Notes
Official Urdu sits on a continuum. A public-facing website may favour آپ اپنی درخواست آن لائن جمع کر سکتے ہیں (“you can submit your application online”), while a printed rule may use درخواست آن لائن جمع کروائی جا سکتی ہے. Both can be formal; the second is more impersonal. Good style follows the institution, audience, and genre rather than automatically choosing the most Persianised option.
Vocabulary also varies by region, department, and legal tradition. English administrative loans such as اتھارٹی, ریکارڈ, فارم, and نوٹیفکیشن commonly coexist with Perso-Arabic vocabulary. Their presence does not by itself make a document less formal. Conversely, an obscure synonym is not necessarily more correct.
Titles, dates, file numbers, subject lines, and names often carry as much information as the sentence grammar. In real correspondence, check what مذکورہ بالا points to and which noun متعلقہ (“relevant/concerned”) modifies. A grammatically elegant translation can still be wrong if it attaches a condition to the wrong application, date, or authority.
English often uses active business prose—“We have approved your request”—where Urdu administration may prefer آپ کی درخواست منظور کر لی گئی ہے (“your request has been approved”). Do not force English word order onto Urdu. Urdu normally places the verb at the end, and long material before that verb can obscure the action. When reading, find the final verb first, then identify the affected item, condition, deadline, and responsible party.
Beyond the Basics: Precision, Agency, and Legal Effect
At advanced level, register is only part of the task. You must also recover agency—who acts—and scope—which words a condition or exception applies to. In درخواست منظور کی جا سکتی ہے, approval is possible or permitted, not guaranteed. In درخواست منظور کی جائے گی, approval is presented as a future action. In درخواست منظور کرنا لازم ہوگا, approval is obligatory for the relevant actor. These are not stylistic variants.
Passive wording can deliberately omit the actor because the office is obvious, because the rule applies institutionally, or because the writer wishes to avoid personal attribution. When drafting for ordinary readers, naming the actor may improve accountability: متعلقہ شعبہ درخواست کی جانچ کرے گا (“the relevant department will examine the application”) is clearer than درخواست کی جانچ کی جائے گی if responsibility matters.
Traditional paired constructions add compactness:
- اطلاعاً عرض ہے کہ... — “It is submitted for your information that...”
- حسبِ ذیل — “as follows”
- فی الفور — “immediately”
- تا حکمِ ثانی — “until further orders”
- من و عن — “exactly/as is, without alteration”
Learn these as whole units, but verify them in authentic documents before producing them. Formulae have conventional environments: تا حکمِ ثانی naturally modifies the duration of an order, whereas حسبِ ذیل introduces a list. Replacing a plain phrase with a memorised formula can change emphasis or simply sound misplaced.
Finally, legal translation requires more than language proficiency. Terms such as حکم, ضابطہ, دفعہ, نوٹس, اختیار, and سماعت may have jurisdiction-specific meanings. For study, compare parallel official texts and trace each obligation. For filing, litigation, contracts, or rights-sensitive decisions, use an authorised source or a qualified legal translator.
Practice Tips
- Reverse-engineer one notice at a time. Underline the final verb, circle the deadline and condition, and write in the margin who must act. Then rewrite the notice in plain Urdu before translating it into English.
- Build a phrase bank by function, not alphabetically. Keep separate groups for references (بحوالہ), requests (ازراہِ کرم), conditions (بشرطیکہ), consequences (بصورتِ دیگر), and closings (برائے ضروری کارروائی). Record a complete sentence for every phrase.
- Practise register pairs. Turn یہ فارم کل تک دیں into براہِ کرم یہ فارم کل تک جمع کروائیں, then into the impersonal یہ فارم کل تک جمع کروایا جائے. Explain what changes in politeness, agency, and force.
