Bureaucratic Language in Ukrainian
Урядова Мова
This article is part of the Ukrainian grammar tree on Settemila Lingue.
In Brief
Ukrainian legal and administrative writing uses fixed formulas, action nouns, passive or impersonal constructions, and carefully defined references to laws and procedures. The aim is usually precision and institutional neutrality: Рішення може бути оскаржене means “The decision may be appealed,” without naming the person who may appeal it. A strong C2 user can both decode this compressed style and avoid making ordinary formal writing needlessly bureaucratic.
Overview
Bureaucratic Ukrainian belongs to the broader офіційно-діловий стиль (“official and business register”). You encounter it in laws, regulations, court decisions, contracts, applications, certificates, orders, minutes, official correspondence, and instructions issued by public authorities. Its wording often presents an action as a procedure governed by a rule rather than as something one person simply does.
This is a C2 topic because the difficulty is not one isolated grammar rule. You need to combine command of case (the form a noun takes according to its role), formal prepositions, passive and impersonal syntax, nominalization, document conventions, and legal meanings that may differ from everyday meanings. A sentence can be grammatically clear yet still require careful interpretation: who has a right, who has a duty, under what condition, and by what deadline?
English has close equivalents—“pursuant to,” “hereby,” “is subject to,” and “may be appealed”—but the two languages do not package information identically. In particular, Ukrainian readily uses endings in -ння and impersonal forms in -но/-то. Translate the legal function of a phrase, not each word in isolation.
How It Works
Fixed links to authority and earlier text
Official texts frequently begin a clause by stating its legal basis, scope, purpose, or connection with previous information. These phrases also determine the case of the noun that follows them.
| Formula | Required form | Function |
|---|---|---|
| на підставі | genitive | on the basis of |
| відповідно до | genitive | in accordance with |
| згідно з | instrumental | according to / in accordance with |
| на виконання | genitive | in implementation of / pursuant to carrying out |
| з метою | genitive | for the purpose of |
| щодо | genitive | regarding |
| у зв’язку з | instrumental | in connection with |
| у межах | genitive | within the limits of |
The genitive commonly marks “of” relationships; the instrumental commonly marks means or association, though here the safest approach is to learn each preposition together with its required case. Thus: відповідно до наказу but згідно з наказом. Mixing these patterns is a conspicuous error in official prose.
Вищевикладений, вищезазначений, and нижченаведений point inside a document: “set out above,” “mentioned above,” and “given below.” They are compact but heavy. In a plain-language notice, a more specific reference—з огляду на наведені обставини (“in view of the circumstances presented”)—may be clearer.
Nominal style: turning actions into entities
A nominalization is a noun that expresses an action or process. Ukrainian often forms these with -ння/-ення or -ття: подати → подання (“submit → submission”), розглянути → розгляд (“consider → consideration”), відкрити → відкриття (“open → opening”). Administrative prose combines such nouns with broad verbs such as здійснювати (“carry out”), проводити (“conduct”), and забезпечувати (“ensure”).
| Direct wording | Nominal wording | Difference in focus |
|---|---|---|
| Комісія перевіряє документи. | Комісія здійснює перевірку документів. | the act becomes an official procedure |
| Орган розгляне заяву. | Розгляд заяви буде здійснено органом. | the procedure is foregrounded |
| Заявник сплатив збір. | Після сплати збору заявником… | the action becomes a condition or stage |
Nominalization is useful when a procedure itself is the topic or when several rules apply to it. It becomes poor style when a clear verb would say exactly the same thing with less effort. Комісія перевіряє документи is often preferable unless “the inspection” is a formally defined procedure.
Passive and impersonal constructions
The passive presents the affected person or thing as the grammatical subject: Рішення ухвалене комісією (“The decision was adopted by the commission”). A participle is a verb-derived form used like an adjective; here ухвалене agrees with рішення in gender, number, and case.
Ukrainian also has productive impersonal forms in -но/-то: заяву розглянуто, документи подано, строк продовжено. They report a completed action without making the actor the subject. This is highly useful in notices, records, and procedural summaries.
These patterns are not interchangeable in every context:
- Комісія ухвалила рішення identifies the actor directly.
- Рішення ухвалено reports completion and leaves the actor unexpressed.
- Рішення ухвалене комісією describes the decision as adopted by the commission; surrounding context determines whether it describes a state or an event.
- Рішення буде ухвалено presents an impersonal future event.
Do not automatically copy an English be + past participle passive with a Ukrainian participial passive. Often an active clause or a form in -но/-то is more idiomatic.
Rights, duties, permission, and procedure
Small modal choices carry legal force. Може usually expresses permission or possibility; зобов’язаний states a duty; має право states an entitlement. Підлягає means that something falls under a required process or treatment.
| Pattern | Typical force |
|---|---|
| заявник має право подати скаргу | the applicant has the right to file a complaint |
| заявник зобов’язаний подати документи | the applicant must submit the documents |
| рішення може бути оскаржене | the decision may be appealed |
| документ підлягає реєстрації | the document is subject to registration / must be registered |
| не допускається | is not permitted |
| забороняється | is prohibited |
English “shall” has no single mechanical Ukrainian equivalent. Depending on its function, it may correspond to a present-tense rule, зобов’язаний, підлягає, or another explicit construction. First identify whether the sentence creates a duty, states a consequence, or describes a procedure.
Definitions and controlled reference
Legal texts may assign a precise meaning to an ordinary word: у розумінні статті 5 закону means “within the meaning of Article 5 of the law.” The phrase limits interpretation to the cited provision. Definitions also use patterns such as у цьому Законі термін … вживається в такому значенні (“in this Law, the term … is used in the following meaning”).
References must be exact. Ukrainian normally writes стаття 5, but after a governing phrase the form changes: відповідно до статті 5, частиною другою статті 5, у пункті 3. Capitalization can depend on whether a document’s official title is being used, so follow the document’s established naming consistently.
Typical document organization
Not every official document has the same mandatory template, but many move through recognizable functions:
- Addressee and identification: who sends the document, who receives it, and relevant contact or case details.
- Title or document type: for example, ЗАЯВА (“APPLICATION”) or НАКАЗ (“ORDER”).
- Basis and circumstances: facts, prior correspondence, and legal authority.
- Request, decision, or operative part: what is requested, ordered, approved, or refused.
- Procedure and consequences: deadlines, attachments, entry into force, or appeal route.
- Authentication: date, signature, office, and any required registration details.
Formulaic language helps readers locate these functions. It does not replace the requirements of the particular institution or document type.
Examples in Context
| Ukrainian | English | Note |
|---|---|---|
| На підставі вищевикладеного просимо переглянути рішення. | On the basis of the above, we request that the decision be reviewed. | links the request to earlier reasoning |
| Просимо цим видати довідку про місце проживання. | We hereby request the issuance of a certificate of residence. | цим marks the present document; often simply просимо видати is clearer |
| У розумінні статті 5 закону ця особа є заявником. | Within the meaning of Article 5 of the law, this person is an applicant. | provision-specific definition |
| Рішення може бути оскаржене. | The decision may be appealed. | passive modal formula |
| Відповідно до наказу документи подаються до 1 вересня. | In accordance with the order, documents must be submitted by 1 September. | до governs the genitive |
| Згідно з договором оплата здійснюється щомісяця. | Under the agreement, payment is made monthly. | з governs the instrumental |
| Заяву зареєстровано 12 травня. | The application was registered on 12 May. | impersonal completed action |
| Документ підлягає обов’язковій реєстрації. | The document is subject to mandatory registration. | required procedure |
| Заявник має право ознайомитися з матеріалами справи. | The applicant has the right to inspect the case materials. | explicit entitlement |
| У разі неподання документів заяву буде залишено без розгляду. | If the documents are not submitted, the application will be left without consideration. | condition plus procedural consequence |
| З метою перевірки відомостей було надіслано запит. | A request was sent in order to verify the information. | purpose phrase plus impersonal passive wording |
| Цей наказ набирає чинності з дня його оприлюднення. | This order enters into force on the day of its publication. | standard commencement formula |
| Контроль за виконанням наказу покласти на керівника відділу. | Responsibility for monitoring implementation of the order is assigned to the head of the department. | infinitive used in an operative order |
Common Mistakes
Combining a preposition with the wrong case
- Wrong: згідно наказу
- Right: згідно з наказом
- Why: The standard pattern is згідно з plus the instrumental case. By contrast, use відповідно до наказу with the genitive.
Treating every English passive literally
- Awkward: Заява була розглянута комісією вчора.
- Better in a procedural report: Комісія розглянула заяву вчора or Заяву розглянуто вчора.
- Why: Ukrainian can name the actor actively or use an impersonal -но/-то form. The participial passive is possible, but it should not be the automatic choice.
Hiding a necessary actor
- Unclear: Було допущено порушення строку.
- Clearer when responsibility matters: Посадова особа порушила встановлений строк.
- Why: Institutional distance is not a reason to obscure responsibility. Name the actor when the reader needs to know who acted or who must correct the problem.
Using може where the rule creates a duty
- Wrong for an obligation: Заявник може подати оригінал документа.
- Right: Заявник зобов’язаний подати оригінал документа.
- Why: Може grants permission or states possibility; зобов’язаний imposes a duty.
Stacking empty official-sounding nouns
- Heavy: здійснення проведення перевірки документів
- Better: проведення перевірки документів or simply перевірка документів
- Why: More nominalizations do not create more precision. Keep only the noun that names the actual procedure.
Importing English “hereby” everywhere
- Overdone: Цим просимо Вас цим надати відповідь.
- Better: Просимо надати відповідь.
- Why: Цим can identify the current act or document, but repeated or unnecessary use sounds wooden. Ukrainian does not need a visible equivalent of English “hereby” in every formal request.
Usage Notes
Official does not always mean impersonal. A signed letter can naturally say Повідомляємо, що… (“We inform you that…”) or Просимо надати… (“We ask you to provide…”). First-person plural conventionally represents the organization and is often clearer than an elaborate passive.
Vocabulary must match the institution and legal context. Заява can be an application or statement, скарга a complaint or appeal in an administrative sense, and позов a claim brought in court. English labels overlap imperfectly. When consequences matter, check the definition and procedure in the relevant Ukrainian source rather than selecting a synonym for stylistic variety.
Typography also signals professional control. Modern Ukrainian uses the apostrophe in forms such as зв’язку and об’єкт, and official names, dates, numbering, abbreviations, and quotation marks should be consistent. Avoid Russian administrative calques when a standard Ukrainian form exists; for example, the normal correspondence formula is відповідно до, not a construction copied word for word from Russian.
Contemporary public communication increasingly favors plain language: shorter sentences, named actors, visible deadlines, and direct instructions. Dense formulas remain necessary in some legal instruments, but a service notice for the public should not imitate a statute merely to sound authoritative.
Beyond the Basics / Advanced Use
At the highest level, read bureaucratic syntax as a map of legal relationships. Separate the condition (у разі неподання документів), actor (заявник), action (подає), object (документи), deadline (протягом десяти днів), and consequence (заяву залишають без розгляду). Long sentences become manageable once these roles are marked.
Scope is equally important. In не допускається передача даних третім особам без згоди суб’єкта, ask what без згоди attaches to and whether an exception applies to all transfer or only to a specified category. Repetition that sounds inelegant in ordinary English may be deliberate in legal Ukrainian because repeating the exact defined term reduces ambiguity. Do not replace terms with pronouns or synonyms if doing so could change their scope.
There is also a difference between authentic precision and канцелярит—needlessly office-like prose. Compare після того, як комісія розгляне заяву with після здійснення комісією розгляду заяви. The latter may fit a technical provision, but the former is easier to process. C2 mastery includes editing in both directions: expanding compressed legal wording for an ordinary reader and tightening a draft when a formal, stable term is required.
When translating, preserve legal effect before surface form. An English “must,” “may,” or “shall” and a Ukrainian повинен, має право, може, зобов’язаний, or підлягає are not interchangeable labels. The governing instrument and drafting convention determine the best equivalent.
Practice Tips
- Annotate real documents by function. In a notice or decision, highlight the legal basis, actor, action, condition, deadline, and consequence in different colors. Then rewrite each sentence in plain Ukrainian without changing its meaning.
- Learn formulas with their cases. Make cards for complete pairs such as відповідно до наказу and згідно з наказом, not isolated prepositions. Replace наказ with several nouns to practise the endings.
- Practise register control. Write one short request in three versions: a message to a colleague, a formal letter to an institution, and a compact operative provision. Check whether each passive or nominalization has a real purpose.
