In Brief

Formal Indonesian (bahasa Indonesia formal or ragam formal) is the standard register used in official correspondence, reports, public announcements, news, and much academic or professional writing. It favors complete affixes, standard vocabulary, explicit links between ideas, and carefully chosen forms of address. Formality is not simply a matter of inserting Anda: purpose, audience, sentence structure, and document conventions all matter.

Overview

Indonesian has no separate formal verb conjugation comparable to forms found in some European languages. A verb does not change according to whether you are speaking politely. Instead, register—the variety of language chosen for a particular situation—is expressed through vocabulary, affixation, pronouns and titles, sentence structure, and conventional openings or closings.

At C1, the goal is not to make every sentence longer. It is to control the distance between conversational Indonesian and the standard language expected in a report, application, institutional email, or prepared statement. Compare conversational Kita bakal bahas masalah ini with formal Kami akan membahas masalah ini (“We will discuss this issue”). The formal version uses akan, a fully prefixed verb, and kami when the audience is not included.

English can mark formality with vocabulary such as “get” versus “obtain,” but English business writing often values short, direct sentences. Indonesian formal writing also values clarity, yet it frequently uses derived nouns, passive constructions, and conventional phrases more extensively than everyday English. A literal transfer from English may therefore be grammatical but sound abrupt, vague, or unlike an Indonesian document.

How It Works

Use standard, fully formed words

In relaxed conversation, speakers often use an unprefixed root or a colloquial form. Formal prose normally retains productive affixes: prefixes and suffixes attached to a root to form a standard verb or noun. The prerequisite me(N)- prefix marks many active verbs, while suffixes such as -kan and -i complete the meaning of numerous formal verbs.

These are tendencies, not mechanical substitutions. Membuat and melakukan are fully standard; choose a more specific word only when its meaning fits. Melaksanakan normally means carrying out a plan, duty, policy, program, or activity—not simply “doing” anything.

Spelling also signals register. In edited formal writing, use standard forms such as tidak, sudah, and tetapi, rather than conversational nggak, udah, and tapi. Follow standard spelling and punctuation, and write the prepositions di and ke separately from a following place: di kantor, ke Jakarta. Prefix di-, by contrast, joins the verb: ditulis, dilaksanakan.

Choose address forms for the relationship

Anda is the formal or neutral second-person pronoun used in instructions, questionnaires, advertising, public information, and communication where the reader’s identity is not central. It is conventionally capitalized.

In direct professional interaction, Bapak and Ibu, often followed by a name or title, may sound more respectful and natural than repeated Anda. A letter may also avoid a second-person pronoun entirely.

Capitals can distinguish respectful address from ordinary kinship words: Bapak in direct respectful address, but bapak saya (“my father”) in an ordinary reference. Practices vary by organization, so match established house style when writing for an institution.

Make relationships between ideas explicit

Formal writing commonly uses connectors that show cause, contrast, addition, basis, purpose, and result. A connector is a word or phrase that tells the reader how one idea relates to another.

Berdasarkan introduces the evidence, rule, or source that supports a statement: Berdasarkan hasil survei, layanan tersebut perlu diperbaiki. In careful writing, make sure the following clause has a clear subject. Avoid a dangling opening such as “Based on the report, we found...” if the grammar accidentally makes “we” what is based on the report.

Use passive and impersonal structures strategically

The passive voice places the affected thing or result first. In Indonesian this often uses di-, as in permohonan ditolak (“the application was rejected”). It is common and natural in formal notices when the process or outcome matters more than the person performing the action.

  • Dokumen harus diserahkan sebelum 15 Juli. — The documents must be submitted before 15 July.
  • Keputusan tersebut ditetapkan oleh direktur. — The decision was established by the director.
  • Perlu dilakukan evaluasi lebih lanjut. — Further evaluation is necessary.

An impersonal construction leaves the human actor unstated because the actor is obvious, unknown, or institutionally unimportant. Do not hide responsibility when the actor matters. Tim audit menemukan kesalahan tersebut is clearer than Ditemukan kesalahan if readers need to know who made the finding.

Build information with nominalization

Nominalization means turning an action or quality into a noun: meneliti (“to research”) becomes penelitian (“research”). Formal Indonesian uses nouns in ke-...-an, pe(N)-...-an, and per-...-an to package complex information.

Nominalization helps connect ideas: Pelaksanaan program tersebut memerlukan persetujuan pimpinan. But several abstract nouns in one sentence can make the actor and action difficult to see. When clarity suffers, restore a verb: Pimpinan harus menyetujui program sebelum tim melaksanakannya.

Follow document conventions

A formal letter or email usually has a clear subject, an appropriate salutation, a concise statement of purpose, supporting details, and a conventional close. Dengan hormat, is a formal opening meaning roughly “Dear Sir or Madam” or “Respectfully”; it is not the normal way to address someone in speech. Hormat kami, is a closing used by an organization or group. An individual may use Hormat saya,.

A compact pattern is:

  1. Salutation: Yth. Bapak/Ibu ... or another institutionally appropriate form.
  2. Opening: Dengan hormat,
  3. Purpose: Sehubungan dengan ..., kami bermaksud ...
  4. Request or information: Kami mohon agar ... / Dengan ini kami sampaikan bahwa ...
  5. Close: Atas perhatian Bapak/Ibu, kami ucapkan terima kasih.
  6. Signature: Hormat kami, followed by name and position.

Yth. abbreviates Yang terhormat (“Honorable/Esteemed”) and belongs before the addressee. Avoid automatically combining every possible marker of respect; actual office templates and correspondence standards should guide the final format.

Common Mistakes

Treating Anda as the only sign of politeness

  • Awkward: Anda, Anda harus mengirim laporan Anda kepada Anda punya manajer.
  • Better: Bapak/Ibu harus mengirimkan laporan tersebut kepada manajer.
  • Why: Repeating Anda sounds impersonal and cumbersome. Use a title, omit an obvious pronoun, or repeat the noun only where needed. Also avoid colloquial Anda punya for formal possession.

Dropping affixes as in conversation

  • Too informal: Kami akan bahas dan kasih tahu hasilnya besok.
  • Formal: Kami akan membahas masalah tersebut dan menginformasikan hasilnya besok.
  • Why: Bare bahas and the phrase kasih tahu are common in speech, but complete standard forms fit a report or official email better.

Confusing the preposition di with passive di-

  • Wrong: Dokumen di kirim kekantor pusat.
  • Right: Dokumen dikirim ke kantor pusat.
  • Why: Passive di- attaches to the verb; the directional preposition ke is written separately from a place.

Choosing an impressive word with the wrong meaning

  • Wrong: Saya melaksanakan kopi setiap pagi.
  • Right: Saya minum kopi setiap pagi.
  • Why: Melaksanakan means to carry out a duty, plan, program, or activity. Formal writing requires precision, not replacing every simple verb with a longer one.

Overloading a sentence with abstract nouns

  • Heavy: Pelaksanaan peningkatan pengawasan memerlukan pengadaan penambahan tenaga.
  • Clearer: Untuk meningkatkan pengawasan, instansi tersebut perlu menambah tenaga kerja.
  • Why: Nominalizations are useful, but too many conceal who does what. A finite verb—a verb functioning as the main action of a clause—often restores clarity.

Using a formula outside its setting

  • Wrong in conversation: Dengan hormat, apakah Anda mau kopi?
  • Right: Bapak/Ibu mau kopi? or Apakah Bapak/Ibu ingin kopi?
  • Why: Dengan hormat is a correspondence formula, not a general spoken equivalent of “politely.”

Usage Notes

Formal Indonesian is not one uniform style. An institutional email can be warm and direct; a regulation is impersonal and tightly defined; a news report foregrounds sources and events; an academic paper foregrounds evidence and method. The shared core is standard grammar and vocabulary, but each genre has its own conventions.

Anda can create respectful distance, yet it may also sound generic or commercial. In many real interactions, occupational and honorific titles—Bapak, Ibu, Dokter, Profesor—or a person’s role are more natural. The safest choice depends on age, status, relationship, institution, and local practice. Formality also does not mean excessive deference: a safety instruction should be unmistakably clear.

Pronouns encode inclusion. Kami excludes the addressee, while kita includes them. An organization normally writes Kami mengundang Bapak/Ibu... because the recipient is not part of the group issuing the invitation. In a collaborative appeal, Mari kita menjaga kebersihan includes writer and audience.

Avoid assuming that every conversational item is incorrect. Tapi and shortened forms are normal in speech, and a professional conversation need not sound like legislation. Register control means choosing appropriately, not judging everyday Indonesian by document standards.

Beyond the Basics / Advanced Use

Strong formal prose balances institutional convention with readability. Three advanced choices are especially important.

First, manage agency—the indication of who performs an action. Passive clauses such as telah diputuskan can keep attention on a decision, but repeated agentless passives may obscure accountability. Name the decision-maker when that information is relevant.

Second, distinguish reported fact from the writer’s evaluation. Formal verbs can signal different kinds of claims: menyatakan (“state”), menjelaskan (“explain”), menunjukkan (“indicate/show”), mengklaim (“claim”), and menduga (“suspect/estimate”) are not interchangeable. News and academic writing depend on accurate attribution: Menurut laporan tersebut... or Peneliti menyatakan bahwa....

Third, maintain parallel structure in lists. If one item begins with a verb, the others should usually follow the same pattern:

  • Parallel: mengumpulkan data, menganalisis hasil, dan menyusun laporan
  • Less balanced: pengumpulan data, menganalisis hasil, dan laporan disusun

Highly administrative prose may contain stacked phrases such as dalam rangka, sehubungan dengan, and berkenaan dengan. They are legitimate when they express a needed relationship, but they can become empty padding. Prefer untuk over dalam rangka untuk when the shorter form says exactly the same thing. Advanced control includes knowing when not to sound bureaucratic.

Practice Tips

  1. Rewrite one message in three registers. Start with Besok kita bahas ini, ya. Turn it into a professional message and then an official notice. Check pronouns, affixes, connectors, and how directly the request is expressed.
  2. Build word families rather than isolated vocabulary. Study laksana → melaksanakan → pelaksanaan, kembang → mengembangkan → pengembangan, and setuju → menyetujui → persetujuan. Write one active and one passive sentence for each family.
  3. Annotate authentic documents. In a university notice, company email, or reputable news report, underline address forms, circle connectors, and mark active, passive, and nominalized forms. Then ask what each choice puts in focus.
