In Brief

Administrative Indonesian (bahasa administrasi) is the official register used in surat dinas (official letters), decisions, regulations, institutional notices, and government forms. It favors standard formulas, fully affixed words, passive or impersonal structures, noun-heavy phrases, and exact references to documents, dates, articles, and obligations. The aim is not decorative formality but wording that is consistent, traceable, and difficult to misread.

Overview

Administrative language is a register (a variety of language chosen for a particular setting and purpose), not a separate grammar system. It builds on formal Indonesian but uses a more restricted set of patterns and conventional expressions. You may encounter it in a Surat Keputusan (formal decision), surat edaran (circular letter), surat pemberitahuan (notification letter), a permit, an employment document, or instructions issued by a school, company, ministry, or local authority.

At C1, knowing the dictionary meanings is not enough. You need to recognize what a formula is doing: identifying legal grounds, announcing a decision, imposing an obligation, setting a deadline, or naming the person responsible. A sentence such as Permohonan wajib diajukan paling lambat tanggal 15 Agustus places the requirement and deadline in the foreground; who imposes the rule is left unstated because the issuing institution is already clear.

English official writing also uses “hereby,” passive clauses, and noun-heavy wording. Indonesian, however, packages these meanings through its own affixes and fixed combinations. A word-for-word English rendering can therefore sound unnatural. For example, menindaklanjuti surat Saudara is naturally “in response to your letter” or “following up on your letter,” not necessarily the literal “to follow up your letter.” Learn recurring phrases as complete administrative units.

How It Works

Document names and reference lines

Official texts identify themselves precisely. Capitalization can vary according to whether a phrase is a formal title or merely a generic description, so follow the model used by the issuing organization.

A heading may read Surat Keputusan Nomor 12 Tahun 2026 tentang Penetapan Panitia. Here Nomor 12 Tahun 2026 identifies the instrument, tentang introduces its subject, and penetapan names the official act: “Decision Number 12 of 2026 on the Appointment of the Committee.” The best English label depends on the institution; Surat Keputusan should not always be translated mechanically as “letter.”

Reference details are often compressed into long noun phrases:

  • Peraturan Menteri Nomor 5 Tahun 2025 — Ministerial Regulation Number 5 of 2025
  • surat Saudara tanggal 3 Mei 2026 — your letter dated 3 May 2026
  • sebagaimana tercantum dalam Lampiran — as stated in the Attachment
  • sebagaimana dimaksud dalam Pasal 4 ayat (2) — as referred to in Article 4 paragraph (2)

In these phrases, yang (“which/that”) may be absent. English often needs extra words where Indonesian simply places nouns and modifiers one after another.

Formulaic openings and closings

Official correspondence relies on formulas whose social function matters more than their literal wording.

Bersama ini does not mean that the sender is physically “together with this.” It signals that something accompanies the letter or is conveyed through it. Likewise, demikian points back to the preceding message and helps close the document.

Passive and impersonal wording

Administrative texts often foreground the action or affected document rather than the actor. A passive clause (a clause in which the affected thing is presented as the grammatical subject) commonly uses di-:

  • Petugas memeriksa berkas. — The officer examines the file.
  • Berkas diperiksa oleh petugas. — The file is examined by the officer.
  • Berkas akan diperiksa. — The file will be examined.

The last version omits the agent (the person or institution performing the action). This is appropriate when the agent is obvious or irrelevant. It is not appropriate when responsibility must be clear.

Administrative Indonesian also combines passive verbs with markers of time, completion, possibility, or obligation:

Do not confuse the passive prefix di- with the preposition di meaning “in/at.” The prefix is attached to the verb (ditetapkan, “is established”), while the preposition is written separately (di kantor, “at the office”).

Nominalization and institutional vocabulary

A nominalization is a noun made from an action or quality. Administrative writing often uses nominalizations to treat an action as a process, policy, or official object. Indonesian commonly forms them with peN-...-an, per-...-an, or ke-...-an, though the exact form depends on the base word.

These nouns allow dense phrases such as pelaksanaan tugas, “the carrying out of duties,” and pengajuan permohonan izin, “the submission of a permit application.” They are useful, but too many stacked nouns can obscure the main action. When writing for the public, a clear verb may be better than an unnecessarily long noun chain.

Formal verbs also tend to retain full affixation: melaksanakan tugas (carry out duties), mengeluarkan peraturan (issue regulations), menyampaikan pemberitahuan (deliver a notification), and mematuhi ketentuan dengan ketat (comply strictly with the provisions). Conversational reductions such as ngajuin or kasih tahu do not belong in an official document.

Provisions, scope, and cross-references

Rules must show who is covered, what is required, and when the rule applies. Common framing expressions include:

  • berdasarkan... — based on...
  • sesuai dengan... — in accordance with...
  • dengan ketentuan bahwa... — provided that... / subject to the condition that...
  • terhitung sejak... — effective/counting from...
  • paling lambat... — no later than...
  • berlaku bagi... — applies to...
  • kecuali... — except...
  • sebagaimana dimaksud dalam... — as referred to in...

Ketentuan can mean a provision, stipulation, or applicable rule; “condition” is only one possible translation. Berlaku may mean “be valid,” “be in force,” or “apply,” depending on what its subject is: kartu ini berlaku sampai... means the card is valid until a date, while peraturan ini berlaku bagi... means the regulation applies to a group.

A typical official letter sequence

Not every organization uses the same template, but a formal notification often moves through these functions:

  1. Reference: Sehubungan dengan Surat Edaran Nomor...
  2. Main notice: Dengan ini kami sampaikan bahwa...
  3. Required action: Peserta wajib menyerahkan...
  4. Deadline or scope: paling lambat tanggal... / berlaku bagi...
  5. Closing: Demikian disampaikan untuk menjadi perhatian.

This structure helps readers find the purpose quickly. It is usually more effective than placing several ceremonial sentences before the required action.

Common Mistakes

Writing the passive prefix as a separate word

  • Wrong: Dokumen harus di serahkan besok.
  • Right: Dokumen harus diserahkan besok.
  • Why: di- is attached when it forms a passive verb. Write it separately only as a location preposition: di kantor (“at the office”).

Translating formulas word for word

  • Wrong interpretation: Bersama ini kami lampirkan... = “Together with this, we attach...”
  • Better: “We enclose...”
  • Why: The Indonesian phrase is a conventional document formula. Translate its function, not each component separately.

Using conversational forms in an official notice

  • Wrong: Tolong kasih tahu kalau datanya belum lengkap.
  • Right: Harap memberitahukan apabila data belum lengkap.
  • Why: kasih tahu is normal in conversation, but memberitahukan fits an official instruction. Apabila is also more formal than kalau in this context.

Hiding the responsible party when it matters

  • Unclear: Kesalahan telah dilakukan dalam pemeriksaan berkas.
  • Clearer: Tim pemeriksa melakukan kesalahan dalam pemeriksaan berkas.
  • Why: Agentless passives are useful, but they can conceal accountability. Name the actor when responsibility is important.

Confusing berlaku, melakukan, and melaksanakan

  • Wrong: Pegawai berlaku tugas sesuai jadwal.
  • Right: Pegawai melaksanakan tugas sesuai jadwal.
  • Why: berlaku means “be valid/apply” or, in other contexts, “behave.” Duties are dilaksanakan; actions are often dilakukan.

Making the sentence formal but vague

  • Weak: Dokumen tersebut agar segera diproses sebagaimana mestinya.
  • Better: Bagian Administrasi wajib memproses dokumen tersebut paling lambat 5 hari kerja setelah diterima.
  • Why: Formal-sounding words do not replace a clear actor, action, and deadline.

Usage Notes

Forms of address depend on the relationship and the institution. Bapak/Ibu respectfully addresses an identified person; Saudara is common in formal correspondence and may sound distant or official. Anda is possible in public-facing instructions, but some institutions prefer a title, role, or impersonal wording. Copying Saudara into friendly business email can make the message stiffer than intended.

Administrative Indonesian is not identical to legal Indonesian. A routine office notice may use accessible sentences, while statutes and contracts require specialized drafting conventions and legally tested terminology. Do not treat a polished learner sentence as legal advice or assume that English terms such as “decree,” “decision,” and “regulation” map one-to-one onto Indonesian document categories.

Current public communication often favors plain language: shorter sentences, visible deadlines, and explicit responsibility. This does not make the text informal. Silakan unggah dokumen sebelum 15 Agustus can be more useful to the public than an inflated chain of passive nouns, provided the level of politeness and legal force is appropriate.

Beyond the Basics / Advanced Use

Decision-style performative verbs

Some official decisions use verbs whose appearance in the document performs an institutional act. A heading such as MEMUTUSKAN (“DECIDES”) may be followed by MENETAPKAN (“ESTABLISHES/DETERMINES”) and numbered points. The capitals and layout belong to the document genre; they are not ordinary sentence emphasis.

Regulatory texts may also organize their reasoning with labels such as Menimbang (“Considering”) and Mengingat (“Having regard to”). Their precise interpretation depends on the document and legal system. Advanced readers should learn to identify their structural function before attempting a polished translation.

Chains of reference

Official documents avoid repeating entire rules by referring back to them: sebagaimana dimaksud pada ayat (1) (“as referred to in paragraph (1)”) or ketentuan sebagaimana tercantum dalam Lampiran (“the provisions set out in the Attachment”). When reading, write down the noun each reference points to. A grammatically correct translation can still be wrong if tersebut (“the aforementioned/that”) or sebagaimana dimaksud is linked to the wrong earlier provision.

Deontic force: degrees of requirement

Deontic force means how wording expresses permission, obligation, or prohibition. The terms are not freely interchangeable:

For high-stakes writing, choose the form that accurately reflects the issuing authority’s intent. Do not soften wajib into a mere suggestion or strengthen diharapkan into an absolute legal duty without contextual evidence.

Editing bureaucratic prose

A useful advanced skill is to preserve formality while reducing unnecessary complexity. Replace stacked nominalizations with verbs when no legal precision is lost, split sentences that carry several unrelated conditions, and keep the responsible party visible. Administrative competence includes knowing when bureaucratic style helps precision—and when it merely makes a message harder to understand.

Practice Tips

  1. Annotate real documents by function. In a public notice, mark the reference, issuing authority, action, duty-holder, deadline, exception, and closing. This trains you to see structure instead of translating line by line.
  2. Build phrase cards, not isolated-word cards. Learn mengajukan permohonan, mematuhi ketentuan, berlaku sejak, paling lambat, and sebagaimana dimaksud dalam as units, each with a complete sentence.
  3. Rewrite in both directions. Turn Kami akan memeriksa berkas Anda into Berkas Anda akan diperiksa, then revise an overly dense official sentence into clear formal Indonesian. Check whether the actor, action, scope, and deadline remain unchanged.
