In Brief
An Indonesian circumfix is a pair of affixes placed around a base: ke-...-an, pe(N)-...-an, or per-...-an. These patterns often create nouns: bahagia “happy” becomes kebahagiaan “happiness,” while belajar “to study” becomes pembelajaran “the process of learning.” The meaning is systematic enough to guide you, but many finished words have become established vocabulary and cannot be predicted from the base alone.
Overview
A circumfix is an affix split into two parts, one before and one after a base. Indonesian calls it a konfiks. In ke-baik-an, for example, ke- and -an work together around baik “good” to produce kebaikan “goodness; kindness.” The result is commonly a noun—a word for a person, thing, state, process, or idea—even when the base is an adjective or verb.
At C1, the main challenge is not simply recognising the visible pieces. You need to distinguish patterns whose English translations may all end in -ness, -ing, -tion, or -ment, and you need to account for the sound changes in pe(N)-...-an. You will encounter these forms constantly in news reports, academic writing, administration, workplace language, and careful everyday speech.
English often derives related words with endings: happy → happiness, govern → government, and friend → friendship. Indonesian places material on both sides of the base instead. The comparison is useful, but there is rarely a one-to-one match: one Indonesian circumfixed noun may need a phrase in English, and its established meaning may be narrower than a literal analysis suggests.
How It Works
The three central patterns overlap, but each has a useful centre of gravity.

These are tendencies, not translation formulas. Learn a derived noun together with its real meaning and the verb or adjective family around it.
ke-...-an: states, qualities, and abstract ideas
ke-...-an often turns an adjective into an abstract noun:
- bahagia “happy” → kebahagiaan “happiness”
- baik “good” → kebaikan “goodness; kindness”
- adil “just, fair” → keadilan “justice, fairness”
- mungkin “possible” → kemungkinan “possibility”
- sulit “difficult” → kesulitan “difficulty”
It can also form nouns from other kinds of bases: anggota “member” → keanggotaan “membership”; pemimpin “leader” → kepemimpinan “leadership.” The resulting noun can name a quality, status, condition, or abstract field.
Do not assume that every English -ness noun should use ke-...-an, or that every adjective accepts it naturally. Established usage decides. Notice spelling at vowel boundaries: bahagia + ke-...-an gives kebahagiaan, retaining the vowels in the written form.
A formally identical ke-...-an pattern also appears in verbs or predicate-like forms expressing an unintended or excessive experience, such as kehujanan “get caught in the rain” and kedinginan “be uncomfortably cold.” That use is related in form but is not simply abstract-noun formation; context and sentence role tell you which construction is present.
pe(N)-...-an: processes, results, and systems
The notation pe(N)- represents a prefix whose final nasal sound changes to fit the beginning of the base. With -an, it commonly creates a noun naming the action, process, result, location, or system associated with a verb.

The initial shape generally parallels the nasal prefix in the related me(N)- verb: pem-, pen-, peng-, peny-, or pe-. Some initial consonants disappear during formation. For example, tulis loses t in penulisan, kirim loses k in pengiriman, and sedia loses s in penyediaan. In pemerintahan, the initial p of perintah is lost.
This is why it is safer to learn word families than to bolt pe- and -an onto a spelling mechanically:
- tulis – menulis – penulis – penulisan
- kirim – mengirim – pengirim – pengiriman
- perintah – memerintah – pemerintah – pemerintahan
A pe(N)-...-an noun may focus on an ongoing process (pembelajaran), its result (laporan penelitian, “research report,” where penelitian can denote the research activity or project), or an institutional domain (pemerintahan). The surrounding words normally resolve the intended sense.
per-...-an: relationships, domains, and formal nouns
per-...-an often derives nouns connected with a ber- verb or with a noun base. It frequently presents an activity or relationship as a whole, or names a collective domain, place, or organized institution.
- sahabat “friend” → bersahabat “be friends/friendly” → persahabatan “friendship”
- temu “meet” → bertemu “meet” → pertemuan “meeting; encounter”
- juang “struggle” → berjuang “struggle” → perjuangan “struggle; campaign”
- dagang “trade” → berdagang “trade” → perdagangan “trade, commerce”
- tani “farm” → bertani “farm” → pertanian “agriculture”
- pustaka “books; literature” → perpustakaan “library”
The surface form is not always a perfectly visible per + base + an. Established words may show a reduced or conventional form, as in temu → pertemuan. Some words are best learned whole because their modern meaning is lexicalized: perpustakaan means “library,” not merely an abstract “state of books.”
Choosing between pe(N)-...-an and per-...-an
A practical first question is: which verb family does the noun belong to?
- If the meaning centres on a transitive me(N)- action—an action commonly done to something—expect pe(N)-...-an: mengirim → pengiriman.
- If it centres on a ber- activity, reciprocal relation, or broader domain, per-...-an is often likely: bertemu → pertemuan; bersahabat → persahabatan.
This is a guide, not an automatic generator. Indonesian has inherited and lexicalized formations, and related forms can divide meanings in ways that the broad rule does not predict. Confirm unfamiliar words in a dictionary and record the whole family.

Common Mistakes
Treating every ke-...-an form as an abstract noun
- Wrong: Kehujanan adalah sebuah jenis kebahagiaan. when you mean “Getting caught in the rain is happiness.”
- Right: Anak-anak kehujanan tadi sore. “The children got caught in the rain this afternoon.”
- Why: Kehujanan normally describes undergoing an unwanted experience. A visible ke-...-an frame does not guarantee a noun.
Keeping a consonant that should disappear
- Wrong: pentulisan artikel itu
- Right: penulisan artikel itu “the writing of that article”
- Why: The initial t of tulis disappears after the relevant nasal prefix. Use the related family menulis – penulis – penulisan as your model.
Using the agent noun for the process
- Wrong: Penulis laporan itu memerlukan tiga hari when you mean “Writing the report takes three days.”
- Right: Penulisan laporan itu memerlukan tiga hari.
- Why: Penulis is the person who writes; penulisan is the process or manner of writing. The final -an changes the category and meaning.
Confusing pemerintah and pemerintahan
- Wrong: Pada pemerintah presiden sebelumnya...
- Right: Pada masa pemerintahan presiden sebelumnya... “During the previous president’s administration...”
- Why: Pemerintah usually denotes the governing authority, while pemerintahan can denote governance, an administration, or its period in office.
Inventing a form from an English suffix
- Wrong: choosing ke-...-an automatically because the English translation ends in -ness.
- Right: check whether Indonesian uses a conventional ke-...-an noun, another derivation, or a phrase.
- Why: Derivational patterns create vocabulary, but speakers do not freely derive every theoretically possible word.
Usage Notes
Circumfixed nouns are especially frequent in formal and information-dense Indonesian. News writing uses words such as pemerintahan, pembangunan, kebijakan, and pengiriman because nouns package an event or quality as a topic. Academic and administrative prose may contain several such nouns in one sentence.
Everyday speech often prefers a verb or adjective where formal English and Indonesian writing prefer a noun. Compare Proses pendaftaran telah selesai “The registration process has been completed” with the more direct Kami sudah mendaftar “We have registered.” Both are natural, but the first sounds institutional and the second personal. Using many abstract nouns is not automatically more advanced; choose them when the discourse needs to discuss a process, status, or concept as a thing.
Number is usually left to context. Kesulitan can mean “difficulty” or “difficulties,” and pembayaran can mean “payment,” “payments,” or “the payment process.” Add a numeral, classifier, repetition, or another determiner only when the distinction matters.
Possessors and complements normally follow the noun: kebahagiaan anak itu “that child’s happiness,” pengiriman barang “shipment of goods,” and pertemuan kedua negara “the meeting of the two countries.” English often inserts of or uses a possessive; Indonesian commonly places the dependent noun directly after the head noun.
Beyond the Basics / Advanced Use
Derivation can shift meaning, not just word class
The base gives you a clue, but derivation can produce a specialized concept. Bangun relates to rising or building, while pembangunan commonly means “development” in economic and public-policy contexts as well as physical construction. Ajar concerns teaching, but pembelajaran often covers the designed learning process, whereas pengajaran more readily highlights teaching or instruction. Actual usage matters more than a word-for-word decomposition.
Similar nouns can frame the same event differently
Related forms select different viewpoints:

This contrast is useful in editing. Ask whether you mean a participant, an action/process, a quality, or an institution—not merely which English noun appears in the translation.
Layered bases are common
The material inside a circumfix is not always a simple dictionary root. Kepemimpinan is transparently related to pemimpin “leader,” and pembelajaran is tied to the established form belajar “learn.” Such words show that Indonesian derivation operates through word families and historical conventions, not just one mechanical operation on a bare root.
Ambiguity is normal and context resolves it
A process noun may also denote a result, event, system, or concrete item. Pengiriman may refer to the act of sending, a delivery service, or a shipment. Rather than searching for one permanent English equivalent, identify the role the noun plays in its sentence.
Practice Tips
- Build four-part word families. Record a base, its ber- or me(N)- verb, an agent noun where one exists, and the circumfixed noun: tulis – menulis – penulis – penulisan. This trains both meaning and consonant change.
- Classify real examples by viewpoint. In a news paragraph, mark each derived noun as a quality/state, process/result, relationship/domain, participant, or institution. Then rewrite one noun-heavy sentence with verbs and compare the register.
- Use short contrast cards. Practise pairs such as pemerintah/pemerintahan, pemimpin/kepemimpinan, and penulis/penulisan in complete sentences. Producing the contrast is more valuable than memorising the affix labels alone.
