In Brief
Russian official and business writing favors standard formulas, information-dense noun phrases, and passive or impersonal wording that shifts attention from the writer to the procedure or document. Typical signals include настоящим уведомляем (“we hereby notify”), в связи с, ввиду, подлежит (“is subject to / must be”), and nouns such as рассмотрение (“consideration”). These forms are useful in applications, notices, contracts, and institutional correspondence, but they often sound stiff in ordinary conversation.
Overview
The Russian term официально-деловой стиль covers the register used in administrative documents, business correspondence, official notices, applications, certificates, regulations, and many legal texts. A register is simply a variety of language chosen for a particular situation. At C1, understanding this style means more than collecting formal vocabulary: you need to see how a sentence is organized, who is deliberately left unnamed, and which formula performs a practical function such as requesting, confirming, or notifying.
Formal Russian aims for precision, consistency, and an impersonal tone. It therefore uses nominalization (expressing an action through a noun, such as рассмотрение rather than рассмотреть), passive constructions, chains of nouns in the genitive case (the form often corresponding to English “of”), and conventional openings and closings. English formal writing uses some of the same strategies, but Russian often tolerates denser noun phrases and more fixed bureaucratic wording.
This is not automatically “better” Russian. In the right document, a fixed formula is efficient and neutral. In a message to a friend—or even in a friendly email to a colleague—the same wording can sound pompous, distant, or unintentionally comic. The central skill is therefore control: recognize the register, produce its common patterns, and know when to choose a plainer alternative.
How It Works
Build sentences around actions as nouns
A verbal noun is a noun derived from a verb. Common endings include -ние, -ение, -ание, and -ка: рассмотреть → рассмотрение (“to consider → consideration”), уведомить → уведомление (“to notify → notification”), проверить → проверка (“to check → check/inspection”). These nouns let a document treat an action as a procedure, stage, requirement, or subject of discussion.

The noun determines the case of the words around it. For example, рассмотрение чего? takes the genitive: рассмотрение заявления. If the actor is named in a passive-like nominal phrase, it may appear in the instrumental case (the form often marking the means or doer): рассмотрение комиссией. Learn the whole phrase rather than assuming that the noun copies the verb’s case pattern.
Useful noun-and-verb combinations include:
- провести проверку — conduct an inspection
- осуществить перевод средств — carry out a transfer of funds
- принять решение — make a decision
- дать согласие — give consent
- направить уведомление — send a notice
- произвести оплату — make payment
Some are standard professional collocations; others become needless bureaucratic padding when a simple verb would be clearer. Оплатить счёт is usually shorter than произвести оплату счёта.
Put the process before the actor
Official texts often suppress the human actor because the result, rule, or procedure matters more. Russian has several ways to do this.
Short passive participles
A participle is a verb-based form that behaves partly like an adjective. A short passive participle states that something has been done: документ подписан (“the document is signed”), заявка одобрена (“the application is approved”). It agrees with the subject in gender and number.

The doer can be added in the instrumental—договор подписан директором—but is omitted when obvious or irrelevant. Russian normally does not need a present-tense equivalent of English “is”: договор подписан, not договор есть подписан.
Reflexive passive with -ся
Imperfective verbs (verbs that present an action as ongoing, repeated, or procedural) in -ся often describe general processes: заявления рассматриваются в течение десяти дней (“applications are considered within ten days”). This construction is natural for rules and recurring procedures. For a completed result, a short passive participle is usually clearer: заявление рассмотрено (“the application has been considered”).
Impersonal and modal formulas
An impersonal construction presents an action without a normal named subject. Official Russian frequently uses:
- необходимо предоставить — it is necessary to provide
- следует учитывать — one should take into account
- предлагается заполнить — you are invited/requested to complete
- не допускается — is not permitted
- запрещается — is prohibited
- подлежит рассмотрению — is subject to consideration
With подлежать, the required action is usually a noun in the dative case: подлежит регистрации, возврату, уничтожению. The construction expresses an official requirement or prescribed treatment, not merely a future event.
Link reasons and circumstances formally
Bookish prepositions and conjunctions make logical relations explicit. Their punctuation and grammar matter.

Do not confuse ввиду (“in view of, because of”) with иметь в виду (“to mean, bear in mind”), where в виду is written separately. Also distinguish neutral из-за, which often suggests an unwanted cause, from the more official в связи с, which can present the reason without evaluating it.
Use formulas as complete communication tools
A formula is not just decoration; it signals what the document is doing. Russian often uses first-person plural when an organization speaks and first-person singular in an individual application.

Настоящий in настоящий договор usually means “this/present,” not “real” or “genuine.” Likewise, instrumental настоящим functions as “hereby.” Capitalization does not make a word more official: ordinary nouns such as договор, заявление, and директор stay lowercase unless they begin a sentence or belong to an official name.
Control reference and word order
Official prose repeats terms more often than casual English because avoiding ambiguity can matter more than stylistic variety. A contract may repeat Исполнитель (“Contractor”) rather than alternate among pronouns and synonyms. Defined parties may be capitalized consistently when the document explicitly assigns those labels.
Word order usually moves from context to the required action: В связи с изменением графика просим подтвердить дату прибытия. The introductory phrase frames the reason; просим states the communicative act; the infinitive подтвердить states the requested action; and the final noun phrase identifies the information.

Common Mistakes
Copying English passive structure too literally
- Wrong: Договор есть подписан директором.
- Right: Договор подписан директором.
- Why: In the present tense, Russian normally joins the subject directly to the short passive participle; no form corresponding to English “is” is needed.
Using the wrong case after a formal connector
- Wrong: В соответствии с правила…
- Right: В соответствии с правилами…
- Why: The preposition с in this formula requires the instrumental case. Learn в соответствии с чем? as one unit.
Missing the comma in a conjunction with что
- Wrong: В связи с тем что срок истёк, заявка отклонена.
- Right: В связи с тем, что срок истёк, заявка отклонена.
- Why: In this normal causal use, the subordinate clause begins with что, and a comma separates it from тем.
Confusing ввиду and в виду
- Wrong: В виду отсутствия документов заявление не принято.
- Right: Ввиду отсутствия документов заявление не принято.
- Why: The causal preposition ввиду is one word. Use two words in expressions such as иметь в виду.
Mixing personal and impersonal structures
- Wrong: Заявителем необходимо предоставляет паспорт.
- Right: Заявителю необходимо предоставить паспорт.
- Why: The person who has the obligation appears in the dative (заявителю), and необходимо is followed by the infinitive (предоставить).
Making a simple message unnecessarily bureaucratic
- Awkward: Осуществите направление мне ответа.
- Better: Пожалуйста, направьте мне ответ.
- Why: A pile of verbal nouns does not create clarity. Formal writing can still use a direct polite imperative or просим + infinitive.
Usage Notes
Official style contains several degrees of formality. Сообщаем, что встреча перенесена is standard and relatively neutral. Настоящим уведомляем вас о переносе встречи is stronger and more documentary: it records an act of notification. Доводим до вашего сведения is more ceremonial and may feel heavy outside official announcements.
A respectful business email does not have to imitate legislation. A clear subject line, the greeting Уважаемая Анна Сергеевна!, a direct request such as Просим направить подписанный договор до 15 июля, and a closing such as С уважением, are usually enough. Russian convention uses an exclamation mark naturally after a formal greeting; this need not signal excitement in the English sense.
Be careful with agency. Passive and impersonal wording is appropriate when the institution or procedure is central, but it can conceal responsibility: была допущена ошибка (“an error was made”) does not say who made it. If accountability matters, name the actor: сотрудник допустил ошибку (“the employee made an error”).
Official templates vary by organization and document type. Fixed phrases can help you sound conventional, but factual details, required headings, dates, and forms should follow the institution’s current instructions. Linguistic correctness does not guarantee that a document satisfies legal or administrative requirements.
Beyond the Basics: Precision, Compression, and Legal Effects
At an advanced level, distinguish formal business prose from specialized legal language. Business correspondence often seeks cooperation and can remain personal: просим вас подтвердить. Regulations and contracts prioritize definitions, scope, rights, and obligations: Исполнитель обязан, Заказчик вправе, договор вступает в силу. Modal expressions—forms that indicate obligation, permission, or possibility—can carry different force:

Dense noun chains are another advanced reading challenge: порядок предоставления результатов проверки качества услуг can mean “the procedure for providing the results of the inspection of service quality.” Unpack such phrases from the central noun outward: порядок → предоставления → результатов → проверки → качества услуг. When writing, revise any chain that allows two interpretations. A subordinate clause or a repeated preposition may be longer but clearer.
Russian official prose also uses participial phrases to compress information: документы, подтверждающие право собственности (“documents confirming ownership”) and сведения, указанные в заявлении (“information specified in the application”). These are useful, but agreement identifies what the phrase modifies: plural подтверждающие agrees with документы; plural указанные agrees with сведения. Place the phrase close to its noun to prevent ambiguity.
Finally, recognize канцелярит, a critical label for needlessly bureaucratic language outside a setting that requires it. Good formal Russian is not the longest possible version of a sentence. Compare В случае наличия у вас вопросов осуществите обращение… with Если у вас есть вопросы, обратитесь…. The second is often more professional because it is immediately clear. Use a formula when it adds precision, conventional force, or document structure—not merely to sound important.
Practice Tips
- Transform sentences in both directions. Rewrite Комиссия проверит документы as a procedural passive, then turn Документы будут проверены комиссией back into a direct sentence. This trains both production and clear editing.
- Build formula cards with case questions. Record уведомить кого? о чём?, в соответствии с чем?, ввиду чего?, and подлежать чему?. Include a complete sentence, not just an English equivalent.
- Annotate real documents. In a notice or business email, underline nominalizations, circle passive forms, and label each formula’s function: reason, request, confirmation, deadline, or obligation. Then rewrite one paragraph in plain Russian and compare what changes.
