Formal Written Style in Swedish

In Brief
Formal Swedish often presents actions and relationships more compactly and impersonally than everyday speech. It favors the s-passive, nouns that name processes, dense noun phrases, precise compounds, and—especially after prepositions—relative forms such as vilken, vilket, and vilka. These are stylistic resources, not a rule that every formal sentence must be long or impersonal.
Overview
Formal written Swedish (formellt skriftspråk) is the register used in reports, academic texts, official notices, applications, policies, and much professional correspondence. At C1, the main challenge is usually not forming an individual passive or relative clause. It is learning how several familiar structures work together to create a neutral, precise, and appropriately distant tone.
English formal writing uses many of the same resources: compare “we will assess the application” with “the application will be assessed.” Swedish, however, uses the compact -s passive especially readily: Ansökan bedöms. It can also pack information before a noun more densely than natural English often does: den av regeringen föreslagna lagen literally places “by the government proposed” before “law.” A good English translation will therefore often unpack the Swedish structure.
Formal does not mean old-fashioned, complicated, or vague. Modern Swedish public-sector writing often follows klarspråk, “plain language”: put essential information early, choose concrete verbs, and tell readers what they need to do. The forms in this article help you recognize and produce formal prose, but they should serve clarity rather than hide responsibility.
How It Works
1. The passive shifts attention from actor to action
A passive presents the person or thing affected by an action as the grammatical subject (the main item the sentence is about). Swedish commonly adds -s to the verb:

The passive marker attaches to the verb form: behandlar → behandlas, behandlade → behandlades, and behandla → behandlas. With a perfect tense, the infinitive after har/hade carries the -s: har behandlats. With a modal verb, it normally appears on the following infinitive: måste behandlas.
Use an av-phrase when the actor is relevant: lagen antogs av riksdagen. Leave it out when the actor is unknown, obvious, generic, or deliberately not central. The fixed formal adverb härmed means “by this communication” or “hereby”: Härmed meddelas att mötet har ställts in.
Swedish also has a passive with bli + past participle. A participle is a verb-derived form used rather like an adjective, as in English “proposed” or “written.” The bli passive often highlights an event or change: Dörren blev låst klockan fem (“The door was locked at five”). The s-passive is usually the more compact choice for procedures and general rules: Dörren låses klockan fem (“The door is locked at five”).
2. Nominal style turns actions into things
A nominalization is a noun made from a verb or adjective: English “assessment” from “assess,” and Swedish bedömning from bedöma. Formal prose often uses such nouns with verbs like ske, genomföra, utföra, företa, and vara föremål för.

Nominal style is useful when a process becomes a topic that must be classified, compared, counted, or referred to again: bedömningen, genomförandet, fördelningen. It can also remove unnecessary personal reference. Too much of it, however, creates heavy strings of abstract nouns. If genomförande av en utvärdering merely means “evaluate,” utvärdera may be clearer.
3. Dense noun phrases package background information
A noun phrase is a noun together with words that describe or identify it. Swedish formal writing can place a long modifier before the head noun:
- lagen — the law
- den föreslagna lagen — the proposed law
- den av regeringen föreslagna lagen — the law proposed by the government
- den av regeringen nyligen föreslagna lagen — the law recently proposed by the government
In this pattern, the participle behaves like an adjective. After the definite article den/det/de, it normally has the definite -a form: den föreslagna lagen, det föreslagna systemet, de föreslagna åtgärderna. An indefinite phrase shows agreement with gender and number: en föreslagen lag, ett föreslaget system, föreslagna åtgärder.

Such phrases are compact, but the reader must hold every modifier until the final noun arrives. If a phrase becomes difficult to parse, move the information after the noun: resultaten som redovisas i rapporten.
4. Compounds express one established concept
Swedish forms compound nouns by writing words together: bidragsansökan (“funding application”), myndighetsbeslut (“authority decision”), and kvalitetssäkringsprocess (“quality-assurance process”). The final element determines what the whole word is and normally controls gender and plural. A bidragsansökan is a kind of ansökan.
Formal and technical writing uses compounds because they label concepts precisely and avoid repeated prepositional phrases. A linking -s- appears in many established formations, as in myndighetsbeslut, forskningsresultat, and kvalitetssäkring, but it cannot be inserted by one universal rule. Learn unfamiliar compounds as complete words and check a reliable dictionary or corpus. Do not copy English spacing: Swedish dataskyddsförordning is one word, not three.
Compounds can become opaque when several technical ideas are stacked. Informationssäkerhetsansvarsfördelning may be possible, but fördelning av ansvaret för informationssäkerheten may be easier to read. Precision includes knowing when to unpack a compound.
5. Vilken relatives mark explicit, formal relationships
A relative clause gives more information about a noun, as in “the rule that applies.” Everyday Swedish normally uses som: regeln som gäller. Formal Swedish can use vilken, vilket, or vilka, which agree with the noun they refer back to:

The clearest modern use is after a preposition: det förhållande i vilket avtalet ingicks (“the circumstances in which the agreement was concluded”), de principer enligt vilka stödet fördelas (“the principles according to which the funding is allocated”). This avoids leaving the preposition later in the clause and creates an explicitly formal rhythm.
Do not mechanically replace every som with vilken. In many ordinary relative clauses, som remains natural even in serious writing. A comma followed by vilket can also refer to an entire preceding statement rather than one neuter noun: Förslaget drogs tillbaka, vilket försenade processen (“The proposal was withdrawn, which delayed the process”).
6. Formal connectors make the logic explicit
Formal prose often signals relationships between statements with connectors such as därmed (“thereby/therefore”), följaktligen (“consequently”), emellertid (“however”), avseende (“regarding”), i enlighet med (“in accordance with”), and under förutsättning att (“provided that”). These expressions do not make a sentence formal on their own; they make its logic and scope explicit.
Prefer the simplest connector that expresses the intended relationship. Om is often clearer than under förutsättning att, and om or när det gäller may be more readable than avseende in reader-facing information.

Common Mistakes
Treating the passive as automatically better
- Awkward: Ett beslut avseende ärendet kommer att fattas av oss i morgon.
- Clearer: Vi fattar beslut om ärendet i morgon.
- Why: If the actor matters and a direct sentence is appropriate, active voice is shorter and clearer. Formality does not require hiding vi.
Putting the passive ending on the modal
- Wrong: Ansökan måstes skickas i dag.
- Right: Ansökan måste skickas i dag.
- Why: With måste, the following infinitive carries the passive -s: skickas.
Using the wrong participle agreement
- Wrong: det av kommunen finansierat projektet
- Right: det av kommunen finansierade projektet or ett av kommunen finansierat projekt
- Why: A definite phrase after det uses the -a form, while an indefinite neuter singular phrase uses -t. Do not mix the two patterns.
Separating a Swedish compound like an English noun phrase
- Wrong: bidrag ansökan, data skydds regler
- Right: bidragsansökan, dataskyddsregler
- Why: A Swedish expression naming one compound concept is normally written as one word. English spacing is a common source of errors.
Using vilken without agreement
- Wrong: de villkor enligt vilket stödet betalas ut
- Right: de villkor enligt vilka stödet betalas ut
- Why: The antecedent villkor is plural here, so the relative form is vilka.
Overloading one sentence
- Awkward: Den av den vid föregående möte utsedda arbetsgruppen genomförda utvärderingen...
- Clearer: Arbetsgruppen utsågs vid föregående möte. Den utvärdering som gruppen genomförde...
- Why: A grammatically possible chain of modifiers may still be hard to understand. Split or unpack it when readers must reread.
Usage Notes
Register is a scale, not an on/off switch. An official decision, a research article, a cover letter, and a polite email are all formal in different ways. Härmed meddelas suits a notice but may sound stiff in an ordinary email, where Jag vill meddela att ... is often more natural. Likewise, undertecknad (“the undersigned”) belongs to highly conventional documents, not routine professional communication.
Modern Swedish values direct address more than older bureaucratic models did. Public information may use du and active verbs while remaining fully professional: Du ska skicka in blanketten senast den 1 maj. That sentence may serve readers better than Blanketten ska vara myndigheten tillhanda senast den 1 maj. Choose the register required by the genre, organization, and audience.
Punctuation also matters. Swedish does not normally place a comma before every subordinate clause simply because English might. Dense formal sentences need thoughtful boundaries, but commas should clarify structure rather than imitate English punctuation. When in doubt, a full stop and a new sentence often improve both languages.
Beyond the Basics / Advanced Use
Advanced formal writing depends on information structure: what the reader already knows usually comes early, while new or important information tends to come later. The passive can preserve that flow. After introducing ansökan, for example, Ansökan granskas därefter av en handläggare keeps the known application in first position. The choice is therefore not merely “active versus formal passive”; it is also about continuity between sentences.
Participles can express completed or resulting states: de erhållna resultaten (“the results obtained”), ett välgrundat beslut (“a well-founded decision”), berörda parter (“affected parties”). Some combinations are conventional and concise; others feel manufactured. Reading authentic texts is the best guide to which pairings are established.
Be alert to ambiguity in nominalizations. granskningen av myndigheten can mean an examination performed by the authority or an examination of the authority. A verb or an explicit actor resolves the problem: myndighetens granskning av företaget or den granskning av myndigheten som kommittén genomförde. Formal compression should never come at the cost of identifying who did what to whom.
Finally, distinguish formal Swedish from legal Swedish. Legal and regulatory documents use specialized conventions because wording may have legal consequences. Their long conditions, defined terms, and fixed expressions should not be copied into general academic or workplace writing merely to sound authoritative.
Practice Tips
- Rewrite in both directions. Turn five active sentences into passive or nominal versions, then turn them back into clear active prose. Ask what changed in focus, not only whether the grammar is correct.
- Unpack real noun phrases. In a report or official webpage, underline the final noun in a phrase such as de i beslutet angivna villkoren. Identify each modifier, then rewrite it with som: villkoren som anges i beslutet.
- Edit for the reader. After drafting a formal paragraph, mark every passive, nominalization, and compound. Keep each one only if it adds useful focus, precision, or cohesion. Read the paragraph aloud to find sentences that need splitting.
