In Brief
कार्यालयी हिंदी is the formal Hindi used in applications, government correspondence, notices, orders, and administrative records. It favors fixed document sections, precise reference phrases such as उक्त विषय के संबंध में, and impersonal instructions such as कार्रवाई की जाए rather than direct personal commands. The goal is not ornate Hindi, but an unambiguous record of who requested, approved, received, or must do what.
Overview
Official Hindi is a register (a variety of language chosen for a particular setting), not a separate grammar. Its grammar is ordinary Hindi, but it combines familiar structures in highly conventional ways: passive verbs, abstract nouns, formal postpositions, and set opening and closing formulas. You will meet it on forms, university and workplace notices, government websites, certificates, office memoranda, and letters addressed to an authority.
At C1, understanding the words is only part of the task. You also need to recognize what each sentence is doing: referring to earlier correspondence, submitting information, requesting permission, recording approval, or directing action. English official writing has comparable formulas—“with reference to,” “is hereby informed,” and “subject to approval”—but the formulas do not map word for word. Good official Hindi follows Hindi document conventions rather than translating an English business letter mechanically.
The style ranges from accessible standard Hindi to strongly Sanskrit-derived vocabulary. Modern offices may also retain English labels or technical terms, especially in digital communication. Use formal vocabulary when it adds precision, but do not assume that the longest or most Sanskritic expression is automatically the best.
How It Works
The basic architecture of an official letter
The exact layout varies by institution and document type, but a formal letter or application commonly uses the following elements. Not every document needs every element.

A concise application can follow this sequence:
- सेवा में + the recipient's title and office
- विषय: + a short description of the request
- महोदय / महोदया,

- A clear request: अतः आपसे अनुरोध है कि…
- Close, signature, and any attachments
The subject line is normally a phrase, not a greeting or a full narrative: अवकाश स्वीकृत करने के संबंध में (“regarding approval of leave”). The body should then supply only the facts needed to decide that matter.
Reference and connection phrases
Official documents constantly connect the present text to a subject, rule, attachment, or earlier communication. Hindi generally uses a noun followed by a postposition (a word placed after a noun, doing work similar to English “in,” “to,” or “regarding”).

उक्त and उपर्युक्त both point backward. उक्त means “the said/mentioned,” usually before a noun; उपर्युक्त means “mentioned above.” Do not use either unless the reader can identify the earlier item.
Impersonal and passive constructions
Official Hindi often suppresses the person acting. The passive voice (a structure that presents the affected action or result rather than foregrounding the doer) makes an instruction sound institutional rather than personal.
- कार्यालय दस्तावेज़ भेजेगा। — “The office will send the documents.” The actor is explicit.
- दस्तावेज़ भेजे जाएँगे। — “The documents will be sent.” The process is foregrounded.
- दस्तावेज़ भेजे जाएँ। — “The documents should be sent.” This is an official direction.
The pattern past participle + जाना is central. A participle is a verb form used here to build a passive expression: किया from करना, भेजा from भेजना, and दी from देना. The participle normally agrees with the grammatical item affected:

The form जाए / जाएँ is the subjunctive (a verb form used for desired, proposed, or required action). In an order, it creates an impersonal directive: आदेशानुसार कार्रवाई की जाए। It is stronger and more administrative than a casual suggestion, even though an English translation may use “should.”
Noun-heavy wording
Bureaucratic Hindi often turns actions into nouns. This is nominalization (expressing an action as a noun):
- अनुमोदित करना → अनुमोदन: to approve → approval
- जाँच करना → जाँच: to examine → examination
- भुगतान करना → भुगतान: to pay → payment
- नियुक्त करना → नियुक्ति: to appoint → appointment
- रद्द करना → निरस्तीकरण: to cancel → cancellation
This supports compact phrases such as भुगतान की स्वीकृति, आवेदन की जाँच, and नियुक्ति संबंधी आदेश. However, too many abstract nouns can hide responsibility. When the actor matters, name it: विभाग आवेदन की जाँच करेगा is clearer than a vague chain of nouns.
Requests, information, permission, and orders
Different formulas perform different administrative functions.

प्रार्थी literally presents the writer as the petitioner or applicant and occurs in traditional applications and forms. आवेदक is a neutral “applicant” and is often the clearer modern term. In a letter written in the first person, मैं is not grammatically wrong, but conventional openings such as निवेदन है कि often omit it.

Common Mistakes
Translating “Dear Sir” as a personal greeting
- Wrong: प्रिय महोदय, in a routine application to an authority
- Right: महोदय, or महोदया,
- Why: प्रिय conveys a personal “dear.” Institutional correspondence generally uses the title alone. If the office prescribes a format, follow that format.
Using a passive form with the wrong agreement
- Wrong: कार्रवाई किया जाए।
- Right: कार्रवाई की जाए।
- Why: In this passive construction, की agrees with feminine कार्रवाई. Compare masculine आदेश जारी किया जाए and plural प्रतियाँ भेजी जाएँ.
Referring to an “above-mentioned” item that was never mentioned
- Wrong: उक्त पत्र के संबंध में… when no letter has been identified
- Right: आपके दिनांक 4 जुलाई के पत्र के संबंध में…
- Why: उक्त must have a clear earlier reference. Give the date or reference number first if ambiguity is possible.
Mixing a request with an unexplained command
- Wrong: मेरा प्रमाणपत्र तुरंत भेजें।
- Right: कृपया मेरा प्रमाणपत्र उपलब्ध कराने की कृपा करें।
- Why: A bare imperative can sound abrupt when an individual addresses an authority. A clear polite request fits an application better. Offices issuing instructions, however, can appropriately use प्रस्तुत करें or संलग्न करें.
Copying English word order
- Wrong: संदर्भ में आपके पत्र दिनांक 4 जुलाई…
- Right: आपके दिनांक 4 जुलाई के पत्र के संदर्भ में…
- Why: Hindi builds the full noun phrase before के संदर्भ में. Do not insert words in the order of English “with reference to your letter dated…”
Choosing grand vocabulary instead of precise vocabulary
- Wrong: An overloaded sentence with several phrases such as उपर्युक्त विषयक प्रकरण के संदर्भगत अनुपालनार्थ…
- Right: उक्त आदेश के अनुपालन में रिपोर्ट संलग्न है।
- Why: Official style requires traceability and precision, not maximum formality. Use one clear relation at a time.
Usage Notes
The document type controls the tone
An आवेदन presents an applicant’s facts and request. A सूचना announces information. An आदेश records an authorized decision or direction. A कार्यालय ज्ञापन communicates an administrative matter within or between offices. A phrase appropriate to one type may sound odd in another: सविनय निवेदन है suits a personal application, but an office order normally states the authority, decision, and effective date directly.
Formal does not always mean passive
Passive wording is useful when a procedure or required action is central. It becomes harmful when readers need to know who is responsible. Compare रिपोर्ट भेजी जाए (“the report should be sent”) with लेखा शाखा 15 जुलाई तक रिपोर्ट भेजे (“the Accounts Branch shall send the report by 15 July”). The second is better when assigning responsibility.
Formulaic compression
File notes and forwarding lines often omit words that a complete spoken sentence would require: अनुमोदनार्थ प्रस्तुत, सूचनार्थ प्रेषित, आवश्यक कार्रवाई हेतु. The omitted meaning is supplied by the administrative context. These compressed forms are useful for recognition, but in a public-facing letter a complete sentence is often easier to understand.
Variation and current practice
Terminology and layouts vary across national, state, university, court, and corporate systems. An institution’s prescribed template takes priority over a general model. Email may shorten the address block, but a useful subject line, document reference, explicit request, and identifiable sender remain important. Technical words may appear in English or in transliteration; clarity and the recipient’s normal practice should guide the choice.
Beyond the Basics / Advanced Use
Degrees of authority
English “should,” “must,” and “is requested to” do not have one-to-one Hindi equivalents. Institutional force comes from the whole document: who issued it, under what authority, and whether the sentence is a request or an order.

Legal and quasi-legal precision
Phrases such as तत्काल प्रभाव से (“with immediate effect”), पूर्व अनुमति के बिना (“without prior permission”), नियमों के अधीन (“subject to the rules”), and जहाँ तक लागू हो (“insofar as applicable”) narrow the scope of a statement. Do not add them as decoration: each changes how the instruction can be interpreted.
Legal and administrative texts also distinguish stages carefully. स्वीकृति can mean acceptance or sanction, while अनुमोदन means approval; institutional usage may assign them specific procedural roles. प्रस्तावित means proposed, not approved. लंबित means pending, not rejected. Preserve those distinctions when summarizing a case.
Information flow in long sentences
A dense official sentence often places conditions and references before the main action:
वित्त विभाग की पूर्व सहमति तथा सक्षम प्राधिकारी के अनुमोदन के अधीन, प्रस्ताव पर आगे की कार्रवाई की जाएगी।
“Subject to the prior concurrence of the Finance Department and the approval of the competent authority, further action will be taken on the proposal.”
To read such a sentence, identify three parts: the conditions (…के अधीन), the matter (प्रस्ताव पर), and the action (कार्रवाई की जाएगी). When writing, split the sentence if these relationships become difficult to track.
Respectful language versus institutional equality
Traditional applications may use प्रार्थी, सविनय, and repeated कृपा करें. These remain recognizable and sometimes expected, but a modern application can be respectful without sounding submissive. मैं अनुरोध करता/करती हूँ कि… or कृपया प्रमाणपत्र जारी करें may be entirely suitable. Match the institution, document type, and relationship rather than stacking honorific formulas.
Practice Tips
- Build documents by function. Take one realistic purpose—leave, a certificate, correction of a record—and write only four parts: subject, facts, request, and attachment list. Check that every sentence helps the recipient decide or act.
- Transform active sentences selectively. Start with लेखा शाखा रिपोर्ट भेजेगी. Make the process-focused version रिपोर्ट भेजी जाएगी, then the directive रिपोर्ट भेजी जाए. Notice when naming the branch is clearer than using the passive.
- Keep a phrase bank with labels. Group expressions under “reference,” “request,” “approval,” “deadline,” and “forwarding.” Memorizing the communicative function prevents you from inserting a formal phrase where it does not belong.
