News and Official Style in Chinese
新闻公文语体
This article is part of the Chinese grammar tree on Settemila Lingue.
In Brief
Chinese news and official writing compresses information, foregrounds institutions and events, and relies on reusable formulas such as 据报道 “according to reports,” 有关部门 “the relevant departments,” and 就……进行会谈 “hold talks on….” Headlines often omit words that ordinary sentences require, while official prose favors formal verbs, nominal wording, and carefully controlled claims.
Overview
新闻语体 is the register (a style associated with a particular situation) used in news reporting, while 公文语体 is the language of notices, regulations, reports, decisions, and other institutional documents. They overlap, but they are not identical. News writing prioritizes speed, information density, attribution, and a clear lead. Official documents prioritize authority, scope, procedure, and standardized wording. A press report may quote an official notice, so both styles can appear in the same text.
At C2, the challenge is rarely an unfamiliar basic sentence pattern. It is learning to unpack compressed headlines, identify who is responsible for a claim, and recognize abstract verb–noun combinations such as 采取措施 “adopt measures.” You must also judge what a vague institutional expression does—and does not—tell you. 有关部门, for example, means the departments or bodies relevant to the matter; the context, not the phrase itself, identifies them.
For an English-speaking reader, two differences stand out. Chinese can omit articles, tense marking, pronouns, and sometimes an obvious subject without making the text feel incomplete. It also creates long chains of modifiers before a noun. Translate the relationships and information structure, not every word in its original position.
How It Works
1. Headlines compress the clause
A headline is not simply an ordinary sentence in a larger font. It commonly drops function words (small grammatical words), predictable subjects, and aspect markers such as 了. It may place a location, institution, or topic first and then present the development.
| Headline tendency | Headline-style Chinese | Expanded prose | Effect |
|---|---|---|---|
| Omit 的 in a compact modifier | 城市交通规划 | 城市的交通规划 | Creates a dense noun phrase |
| Omit an aspect marker | 新规正式实施 | 新规已经正式实施了 | Presents the event as a current development |
| Use a short formal verb | 双方签署协议 | 双方签署了协议 | Keeps the line concise |
| Put the topic first | 强降雨:多地启动应急响应 | 关于强降雨,多地已经启动应急响应 | Makes scanning easier |
| Use punctuation instead of a connector | 调查显示:需求持续增长 | 调查显示,需求持续增长 | A colon introduces the finding |
This compression has limits. A headline still needs a recoverable relationship between its parts. When reading, first locate the central event word—often a verb such as 发布, 通过, 启动, 举行, 签署, or 回应—and then ask who did what, to what, where, and when.
Headlines also favor compact patterns such as N + V + N (委员会通过方案) and N + 再创新高 (“N reaches another record high”). A sequence of nouns should not automatically be read as a list: in 区域经济发展规划, each earlier element helps define the final noun 规划.
2. Sources and claims are explicitly framed
Responsible reporting distinguishes the writer’s claim from information supplied by a source. Chinese frequently places the source frame before the main statement.
| Pattern | Basic meaning | Typical function |
|---|---|---|
| 据报道,…… | It is reported that… | Refers to reporting without naming it in this phrase |
| 据新华社报道,…… | According to Xinhua News Agency… | Names the reporting source |
| 据……介绍,…… | According to information provided by… | Attributes an explanation or briefing |
| ……表示/指出/称,…… | …stated / pointed out / said that… | Attributes a proposition to a speaker |
| 数据显示,…… | Data show that… | Presents evidence as the source |
| 有消息称,…… | Sources report / there are reports that… | Signals an unspecified and potentially less certain source |
The preposition-like 据 means “according to” or “on the basis of.” Do not assume that 据报道 guarantees truth or official confirmation: grammatically, it attributes the information; reliability depends on the named or implied source. Likewise, 称 is often neutral reporting language. In some contexts, an English translation such as “claimed” sounds more skeptical than the Chinese original.
Reporting verbs carry different functions. 表示 introduces a position or statement; 指出 presents a point the speaker emphasizes; 强调 marks explicit emphasis; 宣布 reports an announcement; 证实 says something has been confirmed; 否认 reports a denial; and 回应 presents a response. Choosing among them is part of accurately representing the source.
3. Formal verb–noun combinations replace everyday verbs
Official prose often uses a light verb (a general verb whose precise meaning comes from its object) plus an abstract noun. 进行 does not add much meaning by itself in 进行调查; 调查 supplies the action.
| Formal expression | Plainer alternative | Meaning |
|---|---|---|
| 进行调查 | 调查 | conduct an investigation / investigate |
| 采取措施 | 想办法、做些事 | adopt measures |
| 作出决定 | 决定 | make a decision |
| 提出建议 | 建议 | put forward a proposal |
| 予以批准 | 批准 | grant approval |
| 加以改进 | 改进 | improve / make improvements |
| 就此回应 | 回答这件事 | respond regarding this matter |
| 对……进行审查 | 审查…… | conduct a review of… |
These combinations are useful when the process or institutional action matters, but piling them up makes prose heavy. 进行研究 is established; 进行考虑 is usually less direct than 考虑. Learn combinations as collocations—words conventionally used together—rather than treating 进行 as a formal substitute for every verb.
The formal disposal pattern 将 + object + verb often corresponds to 把 + object + verb in less formal language:
- 有关材料将提交委员会审议。 — The relevant materials will be submitted to the committee for deliberation.
- Less formal: 会把有关材料交给委员会审议。
Here 将 can serve two roles at once: it marks a formal object-before-verb construction and often contributes a future reading. Context determines how strongly each function is felt.
4. Passive and impersonal wording foregrounds outcomes
A grammatical passive makes the affected participant the subject, as in 该方案已被批准 “the plan has been approved.” News and official writing uses 被, but it also has several alternatives.
| Form | Example | Nuance |
|---|---|---|
| 被 + agent + verb | 文件被工作人员误删 | Ordinary explicit passive; the agent may be omitted |
| 受到 + abstract noun | 受到广泛关注 | “receive/be met with”; common with attention, praise, influence |
| 遭到 + abstract noun | 遭到强烈反对 | Usually an adverse event or reaction |
| 无 marker | 问题已经解决 | Notional passive: the context supplies “has been solved” |
| 将 + object + passive treatment | 将依法予以处理 | Impersonal official wording focused on procedure |
Unlike the traditional beginner association of 被 with misfortune, modern written Chinese freely uses it in neutral contexts: 该项目被列入年度计划 “the project was included in the annual plan.” Still, Chinese often prefers an unmarked result sentence when the agent is irrelevant: 会议结束了, 名单已经公布, 问题得到解决.
得到 + noun is another favorable or neutral result pattern: 得到支持, 得到认可, 得到落实. By contrast, 遭受损失 and 遭到批评 are normally negative. The noun and context determine the evaluation.
5. Official phrases define scope and procedure
Official documents regularly use formulaic frames to state the topic, legal basis, conditions, actors, and required action.
| Function | Pattern | Meaning |
|---|---|---|
| Topic | 关于…… | concerning… |
| Basis | 根据/依据…… | according to / pursuant to… |
| Scope | 对于……/就…… | with regard to… |
| Condition | 在……的情况下 | under circumstances in which… |
| Purpose | 为进一步…… | in order to further… |
| Actor | 有关部门/相关单位 | relevant departments / relevant entities |
| Procedure | 按照规定/依法 | in accordance with the rules / according to law |
| Announcement | 现将有关事项通知如下 | the relevant matters are hereby notified as follows |
| Requirement | 各单位应当…… | all entities shall / should… |
English uses “shall” in some legal and regulatory texts, but Chinese 应当 is not always best translated mechanically as “shall.” Its force depends on document type and legal context. 必须 states strong necessity; 不得 prohibits; 可 or 可以 permits; 应 and 应当 prescribe an expected or required course. When legal consequences matter, consult the document’s authoritative translation or a legal specialist.
Long official sentences often follow a predictable frame:
basis or condition + responsible body + topic/object + formal action + result or purpose
根据有关规定,市交通主管部门将就该方案组织专家论证,以进一步完善实施细则。
Under the relevant rules, the municipal transport authority will organize expert review of the plan in order to further refine the implementation details.
Break such a sentence into blocks before translating it. The phrase before the comma often establishes the basis; 以 introduces purpose here, not the object of an action.
Examples in Context
| Chinese | English | Note |
|---|---|---|
| 据报道,该地区将于下月启动新的公共交通项目。 | It is reported that the region will launch a new public transport project next month. | 据报道 attributes the report without naming the source. |
| 有关部门已就事故原因展开调查。 | The relevant authorities have opened an investigation into the cause of the accident. | 有关部门 is deliberately general; context must identify them. |
| 调查显示,受访者对服务的满意度有所提高。 | The survey shows that respondents’ satisfaction with the service has increased somewhat. | Evidence source first; 有所 marks a limited degree. |
| 双方就区域合作进行了深入会谈。 | The two sides held in-depth talks on regional cooperation. | 就 + topic + 进行会谈 is a standard formal frame. |
| 新规明年起施行。 | New rules to take effect next year. | Natural headline compression; prose may add 将于. |
| 委员会审议并通过了该项提案。 | The committee deliberated on and adopted the proposal. | Coordinated formal verbs describe procedure. |
| 该项目已被列入年度重点工作计划。 | The project has been included in the annual key-work plan. | Neutral 被 passive. |
| 这一决定受到社会各界广泛关注。 | The decision has attracted widespread attention from across society. | 受到关注 is more idiomatically “attract attention” in English. |
| 因天气原因,部分航班被取消。 | Some flights were canceled because of the weather. | The cause is fronted; the human agent is irrelevant. |
| 在安全条件不具备的情况下,不得擅自施工。 | Construction must not begin without authorization when safety conditions are not in place. | 不得 expresses prohibition. |
| 各相关单位应按照规定报送材料。 | All relevant entities should submit the materials in accordance with the rules. | Institutional actor plus prescribed procedure. |
| 现将会议有关事项通知如下。 | The relevant arrangements for the meeting are hereby announced as follows. | Conventional opening before a list. |
| 发言人表示,目前尚无更多信息可以公布。 | The spokesperson stated that no further information was currently available for release. | 尚无 means “not yet / currently no.” |
| 针对媒体提问,该公司回应称系统运行正常。 | In response to media questions, the company said that the system was operating normally. | 针对 frames the issue prompting the response. |
Common Mistakes
Treating every noun chain as an English-order phrase
- Wrong: 发展计划城市交通 for “urban transport development plan”
- Right: 城市交通发展计划
- Why: Chinese modifiers normally come before the head noun (the central noun). Work backward from 计划: it is a plan for 发展, specifically the development of 城市交通.
Adding 进行 to every action
- Awkward: 有关部门进行了决定。
- Right: 有关部门作出了决定。 / 有关部门决定……
- Why: Formal light verbs have conventional partners. Use 作出决定, but 进行调查 and 进行讨论.
Translating 有关部门 as one specific agency
- Wrong interpretation: 有关部门 always means “the government” or a known ministry.
- Better: Translate it as “the relevant department(s)” or “the relevant authorities,” then use surrounding context to identify the body.
- Why: The expression marks relevance, not a precise institutional identity.
Reading attribution as confirmation
- Wrong interpretation: 据报道,谈判已经结束 means the writer independently confirms that talks ended.
- Right interpretation: “According to reports, the talks have ended.”
- Why: 据报道 assigns the information to reporting. It does not by itself evaluate or verify the source.
Forcing 被 into every English passive
- Awkward: 问题已经被解决了 when no contrast or agent matters.
- Often better: 问题已经解决了。 / 问题已得到解决。
- Why: Chinese readily uses an unmarked result sentence or 得到 + result noun. 被 is possible, but it can be unnecessarily explicit.
Copying headline grammar into a formal document
- Headline: 多地启动应急响应
- Full official sentence: 针对持续强降雨,多地已启动防汛应急响应。
- Why: Headline compression is genre-specific. Regulations, notices, and reports may be dense, but they still need enough marking to define scope and responsibility precisely.
Usage Notes
News is not one uniform style
A brief headline, a straight news report, an editorial, and a feature article use different voices. Straight reporting typically favors attribution and restrained evaluation. Editorials may use openly evaluative words and rhetorical questions. Features allow more description and narrative pacing. Do not label every formal-looking news sentence “objective”; objectivity is a journalistic practice, not a grammatical property.
Official wording varies by institution and jurisdiction
Mainland Chinese government documents, corporate notices, regulations, and international organizations share many constructions but follow different templates and terminology. Usage also differs across Mainland China, Taiwan, Hong Kong, and other Chinese-speaking settings. For example, institutional names and the preferred written standard may differ. Preserve an official title accurately rather than replacing it with a familiar English institution that only seems equivalent.
Political and administrative terms are context-bound
Expressions such as 有关方面 “the parties/sides concerned,” 社会各界 “all sectors of society,” 工作机制 “working mechanism,” and 贯彻落实 “implement and put into effect” are common in institutional discourse. Their English rendering changes with context. 工作 can mean work generally, but in 重点工作 it often refers to priority tasks or policy work. 精神 in 会议精神 means the guiding principles or thrust of a meeting, not “spirit” in every everyday sense.
Formal Chinese may be less personal than English
Official Chinese often names a department, document, or process rather than an individual: 经研究,决定…… literally begins “after study, it has been decided….” English may require a subject or a more direct finite clause. Adding “we” is not always justified, however. If responsibility matters, identify the decision-maker from the document rather than inventing one.
Beyond the Basics / Advanced Use
Information packaging can signal stance
Grammar and vocabulary shape emphasis. 数据显示 foregrounds evidence; 发言人声称 may sound more distancing than 发言人表示, although the exact effect depends on outlet and context. 所谓 before a term can mean “so-called” and may question its legitimacy. A C2 reader should track these choices without assuming that one word has exactly the same evaluative force in every publication.
Nominalization creates dense policy prose
Nominalization means presenting an action or quality as a noun-like concept. Chinese does this through abstract nouns and modifier chains rather than through English endings such as “-tion.” Compare:
- 完善管理制度 — improve the management system
- 管理制度的进一步完善 — the further improvement of the management system
The second packages the action as a topic that can be discussed, promoted, or evaluated. This is useful in policy writing but can hide the actor. When reading, turn abstract packages back into questions: Who improves what? By what method? By when?
Parallel wording organizes obligations
Official texts often use balanced sequences such as 明确责任、完善机制、加强监督、确保落实: “clarify responsibilities, improve mechanisms, strengthen oversight, and ensure implementation.” The repeated verb–object rhythm makes priorities easy to enumerate. Similar-looking items are not necessarily chronological; numbering and connectors determine whether they are steps, parallel duties, or goals.
Punctuation carries structural weight
Chinese titles often use a colon to separate topic and development. Official documents use semicolons to divide long parallel provisions, and enumeration commas 、 to separate short items. Quotation-title marks 《》 identify document, law, book, and publication titles: 《数据安全法》. Correctly locating punctuation can resolve a modifier chain before vocabulary lookup does.
Read vague language precisely, not suspiciously by default
Institutional prose may omit an agent because it is already established, irrelevant, collective, or intentionally unspecified. Terms such as 原则上 “in principle,” 适时 “at an appropriate time,” 稳步推进 “advance steadily,” and 视情况而定 “depend on the circumstances” limit commitment in different ways. Note the actual degree of obligation or timing; do not automatically turn all vagueness into either certainty or deception.
Practice Tips
- Expand one headline each day. Add omitted subjects, aspect markers, prepositions, and connectors to create a complete prose sentence. Then compare it with the article’s opening paragraph.
- Build collocation cards, not isolated-word cards. Record 采取措施, 作出决定, 受到关注, 依法处理, and 就……进行会谈 as complete patterns with one authentic sentence each.
- Annotate source and responsibility. In a news paragraph, underline attribution frames, circle the reporting verb, and write who is responsible for each claim. In an official notice, separately mark the legal basis, responsible body, required action, condition, and deadline.
