In Brief
Formal Cantonese often means Standard Written Chinese read with Cantonese pronunciation, rather than everyday spoken Cantonese made slightly more polite. Official notices, legal statements, business letters, and prepared speeches use compact written structures and fixed expressions such as 茲通知, 鑑於, 敬請, and 特此聲明. The key skill is to match the register to the situation: understand the full style, but use its heaviest formulae only where they belong.
Overview
Formal and bureaucratic Cantonese is the high register used in Hong Kong government communication, contracts, institutional announcements, formal business writing, news, and some prepared public speaking. A register is a variety of language chosen for a particular setting and relationship. At C2, the challenge is not simply knowing difficult vocabulary; it is recognising which combinations of wording, sentence structure, and tone make a text sound official, restrained, or legally cautious.
The relationship between speech and writing is especially important. Everyday Cantonese is commonly written with forms such as 係, 唔, 嘅, 畀, and sentence-final particles. Much formal material instead follows Standard Written Chinese conventions, while Cantonese speakers pronounce the characters with Cantonese readings. For example, 本公司不會承擔有關責任 is read aloud in Cantonese but is structurally much more written than conversational 我哋公司唔會負責嗰啲嘢.
This is not one perfectly uniform style. A statute, a government press release, a bank notice, and a ceremonial speech differ in formality and purpose. Good command therefore involves both comprehension and editorial judgment: choosing language that is precise without sounding inflated, and knowing when a plain formal sentence is better than an archaic formula.
How It Works
1. Begin from a written-style sentence frame
Formal texts favour complete noun phrases, explicit logical links, and clauses arranged to show grounds, action, and consequence. A common progression is:
basis or circumstances → responsible party → official action → requested action or result
鑑於天氣情況惡劣,主辦機構現決定取消是次活動,敬請參加者留意。
In view of the severe weather conditions, the organiser has decided to cancel this event. Participants are kindly requested to take note.
Here 鑑於 supplies the grounds, 主辦機構 names the actor, 現決定 states the decision, and 敬請 introduces the request. The organisation of information matters as much as the individual words.
2. Replace conversational function words with written forms
The contrast is not a word-for-word conversion rule, but several recurrent choices signal register.

These forms are not interchangeable in every sentence. 本 identifies the writer's own institution or document (本公司, 本條款); 該 points to a previously identified person or item; 上述 means “stated above”; and 有關 means “relevant” or “related.” Likewise, 須 expresses a requirement, while 應 may express a duty, expectation, or recommendation depending on the document.
3. Use fixed official formulae for specific jobs
Formulae make a document's purpose immediately recognisable. They are best learned as complete units rather than assembled character by character.

茲 and 特此 both contribute a “hereby” effect, but they occupy different places. 茲 commonly opens the act being performed: 茲通知. 特此 commonly closes and confirms it: 特此通知 or 特此聲明. Stacking both without a reason can sound overdone.
4. Build dense noun phrases carefully
Bureaucratic language often packages an action as a noun phrase (a group of words functioning like a thing), which allows information to be classified and referenced:
- 處理申請 “process an application” → 申請處理程序 “application-processing procedure”
- 修改條款 “amend the terms” → 有關條款之修訂 “the amendment of the relevant terms”
- 部門作出決定 “the department makes a decision” → 該部門所作出的決定 “the decision made by that department”
The pattern 所 + verb + 的 turns a clause into a modifier: 申請人所提交的文件 means “the documents submitted by the applicant.” This can be precise, but too many nested modifiers make a sentence difficult to parse. Formal does not have to mean unreadable.
5. State agency and obligation explicitly
Official prose must often identify who acts, who is affected, and whether an action is required or merely permitted.

Do not assume that English shall always maps mechanically to 須, or that every English passive should become 被. Cantonese formal writing often sounds clearer with an active clause or 由 construction.
6. Control reference across the document
Repeated full names are sometimes necessary for legal precision, but defined short labels reduce clutter. A document may introduce 香港語言學習協會(下稱「本會」) and then use 本會 consistently. Pronouns such as 佢 are normally avoided in this register; use the defined party, 該人士, 申請人, 僱員, or another unambiguous role.
Connectors make the logic visible: 此外 adds information, 然而 marks contrast, 因此 gives a result, 除非 introduces an exception, and 惟 introduces a reservation in particularly formal prose. A connector must reflect the real logical relationship, not merely make the sentence sound elevated.

Common Mistakes
Mixing conversational particles into an official sentence
- Wrong: 本公司唔會承擔責任㗎。
- Right: 本公司不會承擔有關責任。
- Why: 唔 and 㗎 belong to conversational Cantonese. In a formal written statement, 不會 and a particle-free ending maintain a consistent register.
Treating every “this” as 呢個
- Wrong: 呢個公司會處理呢個申請。
- Right: 本公司將處理該申請。
- Why: 本公司 refers to the issuing company, while 該申請 refers back to an identified application. The formal demonstratives also make the reference more precise.
Using 閣下 for everyone
- Wrong: 閣下須於小息後返回課室。 (ordinary instruction to pupils)
- Right: 同學須於小息後返回課室。
- Why: 閣下 is an honorific written “you” used in formal correspondence and notices to an individual reader. In many contexts, naming the role or audience is more natural.
Translating English passives mechanically
- Awkward: 費用被申請人支付。
- Better: 有關費用由申請人支付。
- Why: The 由 + responsible party construction clearly assigns responsibility. 被 tends to foreground what is affected and is not required simply because English uses a passive.
Piling up ceremonial formulae
- Overwritten: 茲特此敬請閣下務必留意上述有關事宜。
- Better: 敬請閣下留意上述事宜。
- Why: More formal markers do not automatically create better formal prose. Remove duplicated meaning and retain the formula that performs the needed function.
Using vague references where precision matters
- Wrong: 有關方面會處理有關問題。
- Right: 運輸署將處理上述牌照申請。
- Why: Repeating 有關 can hide both the actor and the object. Official style values explicit reference, especially where duties or rights are involved.
Usage Notes
Writing and formal speech are related, but not identical
A written notice can sustain dense phrases such as 就上述事宜作出以下安排. In a speech, the same information may need shorter clauses, pauses, and occasional restatement so listeners can follow it in real time. Prepared news and ceremonial speech often retain written vocabulary, but effective speakers do not simply race through a page of legal prose.
Pronunciation is Cantonese even when the syntax is written
Characters such as 茲, 鑑於, and 閣下 have Cantonese readings (respectively zi1, gaam3 jyu1, and gok3 haa6 in Jyutping). Reading a formal Chinese text aloud in Cantonese does not require replacing each written form with an everyday equivalent. Conversely, being able to pronounce the characters does not ensure that a formula is appropriate in spontaneous conversation.
Formality has degrees
A customer email may use 您好, 請, and 如有查詢 without using 茲 or 閣下. A statutory notice may require exact established wording. News reports favour neutral reporting verbs such as 表示, 指出, and 公布, whereas legal texts focus on definitions, conditions, rights, and obligations. Always ask who is writing, to whom, for what purpose, and with what legal or institutional effect.
Regional and institutional conventions vary
Hong Kong institutions have their own established Chinese terminology, templates, and bilingual drafting practices. Other Cantonese-speaking communities may prefer different official vocabulary. For a real legal, regulatory, or corporate document, follow the relevant authority's current style guide and approved terms rather than relying only on general language intuition.
Beyond the Basics: Precision, Stance, and Institutional Voice
At the highest level, formal register is a way of managing stance—how strongly a writer commits to a statement—and responsibility. Compare 本公司會考慮退款 “the company will consider a refund,” 本公司可酌情退款 “the company may refund at its discretion,” and 本公司須退款 “the company must refund.” These are not decorative variants: they assign very different expectations and obligations.
Writers also use impersonal or institutional subjects to foreground procedure rather than individuals: 經審核後,申請獲得批准 presents approval as the outcome of a process. This can sound neutral, but excessive agent suppression can obscure accountability. When the responsible party matters, state it: 委員會經審核後批准申請.
Parallel structure improves long provisions. If a list begins with verbs, keep each item verbal; if it lists noun phrases, keep each item nominal. Definitions and exceptions should be placed where their scope is clear. Compare the ambiguous 申請人不得使用未經批准的設備進行錄影 with a version that explicitly separates two restrictions if both equipment use and recording are prohibited.
Formal public communication may deliberately move toward plainer language. Short sentences, informative headings, and concrete actors can remain fully professional. C2 competence includes the ability to simplify 在不影響上述一般性原則的前提下 when the exact legal qualification is unnecessary, while preserving it when its scope genuinely matters. The goal is controlled precision, not maximum density.
Finally, set formulae can perform the act they name. 特此聲明 does not merely describe a declaration; in context, it helps enact one. This is why changing a conventional phrase in a legal or administrative document may affect more than style. Language learning can help you understand such texts, but drafting documents with legal effect requires specialist review.
Practice Tips
- Rewrite in both directions. Take a conversational sentence such as 如果你仲未交張表,就快啲交啦 and produce a formal version: 如尚未提交表格,請盡快辦理。 Then turn formal notices back into plain Cantonese to check that you understand the actual message.
- Collect formulae by function. Keep separate groups for opening a notice, giving grounds, imposing a duty, stating an exception, requesting action, and closing. Learning 鑑於…因此… as a logical frame is more useful than memorising isolated rare characters.
- Read aloud and edit for listeners. Use Cantonese news reports, public announcements, and institutional notices. Mark long modifier chains, identify the actor and obligation, then practise delivering the message in shorter spoken units without changing its meaning.
