In Brief

Korean news writing uses a formal -다 style and carefully marks where information comes from and how certain it is. Patterns such as -고 밝혔다 attribute a statement, -(으)ㄴ/는 것으로 알려졌다 presents reported information without naming a source, -기로 했다 reports a decision, and -(으)ㄴ/는 것으로 보인다 signals an interpretation rather than a confirmed fact. Headlines compress this further by dropping material that readers can recover from context.

Overview

보도 문체 is the register (a style chosen for a particular situation) used in newspapers, news sites, broadcast scripts, and press releases. You will also meet it frequently in advanced reading tests. It is based on formal written Korean, but news reporting does more than replace polite endings with -다. It organizes each claim around evidence, source, timing, and degree of certainty.

This matters because two sentences about the same event can make different commitments. 정부는 지원을 확대한다고 밝혔다 directly attributes an announcement to the government. 지원이 확대될 것으로 알려졌다 says that an expansion is understood to be planned, but leaves the source in the background. 지원이 확대될 것으로 보인다 is an assessment: the writer or an implied observer judges the expansion likely.

English news also distinguishes “said,” “confirmed,” “reportedly,” and “appears,” but Korean places many of these distinctions in recurring sentence-final frames. The subject or source may appear much earlier, and a long quotation clause can come before the reporting verb. Reading from the final predicate backward is therefore an essential C1 skill.

How It Works

The written -다 base

The body of a news report normally uses plain-form written endings. “Plain” does not mean rude here; it is a standard impersonal style for factual prose. The predicate (the verb or descriptive expression that completes the sentence) comes at the end and often tells you what kind of claim the whole sentence makes.

News prose often favors compact noun phrases such as 피해 규모 “scale of the damage,” 조사 결과 “investigation results,” and 운항 중단 “suspension of operations.” Particles may disappear in headlines, but well-formed sentences in the article body generally retain them.

Reporting what a source said: -고 + reporting verb

A quotation clause (the words or content being reported) commonly ends in -다고, -(이)라고, or another indirect-quotation form. In news writing, the final verb identifies the communicative act more precisely than a generic translation with “said.”

For a verb or descriptive verb, use the relevant indirect quotation form: 증가한다고 밝혔다 “stated that it is increasing,” 증가했다고 밝혔다 “stated that it had increased,” and 필요하다고 설명했다 “explained that it was necessary.” After a noun plus 이다, use -(이)라고: 새로운 기준이라고 밝혔다 “stated that it was a new standard.” Commands and proposals use their own quotation forms, such as 대피하라고 당부했다 “urged people to evacuate” and 협력하자고 제안했다 “proposed cooperating.”

A direct quotation can instead be placed in quotation marks: “추가 대책이 필요하다”고 말했다. Korean closes the quotation before ; unlike English punctuation, the quotation marker belongs outside the quoted words.

-(으)ㄴ/는 것으로 알려졌다: reported or understood information

This frame literally packages a clause as a “fact/thing” and says that it “became known.” In idiomatic news English, it often corresponds to “is reported to,” “is understood to,” or “has emerged that.” It is useful when the source is shared background, confidential, already mentioned, or not central to the report.

The form before changes according to time and predicate type:

The phrase does not automatically mean that the information has been officially confirmed. If confirmation matters, Korean news may name the confirming body and use 확인됐다: 경찰 조사 결과 사실로 확인됐다 “A police investigation confirmed it as true.”

-기로 했다: reporting a decision

Verb stem + -기로 했다 reports that a person, group, or institution decided to take an action. The -기 turns the action into a noun-like unit, and -로 하다 selects it as the agreed course.

  • 정부는 규제를 완화하기로 했다. — The government decided to ease the regulations.
  • 양측은 다음 달 다시 만나기로 했다. — The two sides agreed to meet again next month.
  • 위원회는 결정을 보류하기로 했다. — The committee decided to postpone the decision.

In a news report, the decision-maker should be recoverable from the sentence or context. -기로 했다 reports a settled decision, not merely a prediction. Compare 확대하기로 했다 “decided to expand,” 확대할 예정이다 “is scheduled/plans to expand,” and 확대할 것으로 보인다 “appears likely to expand.”

-(으)ㄴ/는 것으로 보인다: a cautious assessment

보이다 here means “seem” or “appear.” The construction presents a conclusion based on available signs without stating it as certain. Its noun-modifying forms follow the same broad time distinctions as the 알려졌다 pattern:

  • 수요가 늘어난 것으로 보인다. — Demand appears to have increased.
  • 협상이 길어지는 것으로 보인다. — The negotiations appear to be dragging on.
  • 비용이 더 클 것으로 보인다. — The cost appears likely to be higher.

Do not treat this as a direct quotation. Unless a source is named, it expresses the report's or an implied analyst's assessment. A named basis can be added with -에 따르면 “according to” or -을/를 고려하면 “considering.”

Source-first frames

Noun + 에 따르면 introduces the basis for the following claim: 기상청에 따르면 “according to the Korea Meteorological Administration.” It is followed by a complete report, not by 에 따르면은 or another topic marker. Related expressions include 관계자의 말에 따르면 “according to an official,” 자료에 따르면 “according to the data,” and 조사 결과 “according to/as a result of the investigation.”

Writers often combine a source frame with a final attribution verb, but needless duplication can sound heavy. 경찰에 따르면 … 것으로 확인됐다 works when the police are both the source and confirming authority. By contrast, repeatedly stacking 에 따르면 … 말했다고 전했다 may obscure who said what.

Headline conventions

Korean headlines are compressed labels, not always complete body sentences. They commonly omit particles, subjects, and predictable verbs; use the present tense for fresh developments; and end in a noun or verbal noun.

A comma often separates a topic from the development: 정부, 새 대책 발표. Quotation marks can highlight a key statement, but the headline may shorten the original wording. Treat a headline as an index to the article, then use the body to recover tense, participants, and evidential detail.

Common Mistakes

Treating every reporting verb as interchangeable

  • Wrong: 정부는 새 정책을 강조했다. (when you mean only “announced a new policy”)
  • Right: 정부는 새 정책을 발표했다.
  • Why: 강조하다 means to emphasize something, while 발표하다 means to announce or formally present it. Choose the verb that describes the source's act.

Using the wrong form before

  • Wrong: 그는 어제 출국하는 것으로 알려졌다.
  • Right: 그는 어제 출국한 것으로 알려졌다.
  • Why: A completed departure takes the past noun-modifying form 출국한. 출국하는 would normally describe a current, habitual, or unfolding action.

Confusing a decision with a forecast

  • Wrong: 위원회는 다음 주에 발표할 것으로 보인다. (if the committee formally decided this)
  • Right: 위원회는 다음 주에 발표하기로 했다.
  • Why: -기로 했다 reports a decision. -(으)ㄹ 것으로 보인다 only presents an expectation or inference.

Presenting an allegation as the reporter's fact

  • Wrong: 업체가 자료를 조작했다. (when this is only one side's allegation)
  • Right: 노조는 업체가 자료를 조작했다고 주장했다.
  • Why: The second version identifies both the source and the status of the claim. 주장했다 attributes the allegation without confirming it.

Copying headline omissions into normal prose

  • Wrong in body prose: 정부 청년 지원 확대.
  • Right: 정부가 청년 지원을 확대하기로 했다.
  • Why: A headline can be a compressed noun phrase. The article body needs particles, a predicate, and the intended status of the event.

Usage Notes

News style is formal but not necessarily honorific toward every person mentioned. Subject honorific -(으)시- may appear where social respect or institutional convention calls for it, especially in quoted speech, but factual reporting also uses neutral forms. The report's politeness is primarily created by genre, precision, and the written -다 style—not by adding -습니다 everywhere.

Anonymous labels such as 관계자 “official/person familiar with the matter,” 당국 “the authorities,” and 소식통 “source” are common. They can be necessary, but they give readers less information for evaluating a claim. Pay attention to the difference between a named document, a named institution, an unnamed source, and no source at all.

English translations often require a tense adjustment. Korean 다음 주부터 재개한다고 밝혔다 can naturally become “announced that it would resume next week” in an English past-tense report. Korean does not mechanically reproduce the same backshifting pattern as English; interpret the timing from context rather than changing -다고 into “says” every time.

Press releases and promotional corporate writing may resemble news articles while foregrounding favorable claims. Grammar such as 밝혔다 attributes the statement; it does not prove that the content is independently verified. Critical reading therefore means tracking both the reporting form and its source.

Beyond the Basics: Evidential Distance and Layered Attribution

Advanced news sentences may contain several voices. Consider 경찰은 목격자가 차량이 신호를 위반했다고 진술했다고 밝혔다. This means “Police stated that a witness testified that the vehicle had violated the signal.” The outer verb 밝혔다 belongs to the police; 진술했다 belongs to the witness; the alleged violation is embedded inside both reports. Work from the final verb backward and label each speaker.

Writers can also calibrate certainty through a sequence of predicates:

These are not a perfect numerical scale. 밝혀졌다 may refer to investigative discovery, while 확인됐다 foregrounds verification; 추정된다 can be a technical estimate rather than weak guesswork. Always ask what evidence is mentioned and who makes the judgment.

Headline tense also deserves care. A present-looking headline can refer to an event that has just happened, because headlines present it as current news. The body usually supplies the precise past form, date, and sequence. For this reason, translating a headline word for word before reading the lead paragraph can produce the wrong tense or agency.

Finally, omission can shape emphasis. A passive such as 문제가 제기됐다 “concerns were raised” foregrounds the issue and may leave the raiser unnamed. This can be economical when the actor is unimportant, but it can also hide responsibility. At C1, read news grammar not only as sentence formation but as a set of choices about whose voice becomes visible.

Practice Tips

  1. Mark source and certainty. In one short article, underline source frames such as -에 따르면, circle reporting verbs, and label each claim “confirmed,” “attributed,” “decided,” or “inferred.”
  2. Expand headlines into sentences. Turn 시, 대중교통 지원 확대 into several possible body sentences, such as 시는 대중교통 지원을 확대하기로 했다 and 시가 대중교통 지원을 확대할 것으로 보인다. Notice how each predicate changes the claim.
  3. Build reporting-verb pairs. Rewrite one quotation with 말했다, 밝혔다, 설명했다, and 주장했다, then decide which versions fit the context. Do not memorize them as identical synonyms.
