Formal Passive and Impersonal in Thai

In Brief
Formal written Thai often avoids the everyday passive markers ถูก and โดน. Instead, it may present the affected thing first and use ได้รับการ + action noun, or avoid naming an actor with patterns such as เป็นที่...กันว่า, จะเห็นได้ว่า, and ถือว่า. These structures are common in reports, academic writing, news, and official announcements.
Overview
A passive construction presents the person or thing affected by an action as the subject or main topic: “The proposal was approved” rather than “The committee approved the proposal.” An impersonal construction makes a statement without identifying a specific thinker, observer, or judge: “It is generally believed that...” Thai has several ways to achieve both effects, and they do not map word for word onto English be + past participle.
At B1, learners usually meet ถูก, โดน, and ได้รับ. At C1, the important step is register: choosing forms that sound appropriate in policy documents, research, institutional communication, and careful public prose. ถูก often suggests an unwanted action, while โดน is strongly conversational. Formal writing therefore frequently uses ได้รับ, ได้รับการ, an actorless clause, or a fixed impersonal frame.
Thai is a topic-prominent language: a sentence can put what the discussion is about first, then comment on it. As a result, not every Thai translation of an English passive needs an overt passive marker. The writer may simply omit an obvious or unimportant actor. The central question is not “Which Thai word means was?” but “Should the text emphasize the result, the affected entity, general opinion, or the evidence?”
How It Works
1. Formal passive with ได้รับ and ได้รับการ
ได้รับ literally has the sense of “receive” or “come to receive.” In formal prose it can introduce something granted, experienced, or conferred. The form after it depends on how the action is expressed.

In ได้รับการอนุมัติ, การ turns the following action into a noun-like expression: อนุมัติ “approve” becomes การอนุมัติ “approval/the act of approving.” This process is called nominalization—expressing an action as a thing or process. Many official combinations are learned most naturally as units:
- ได้รับการอนุมัติ — be approved
- ได้รับการพิจารณา — be considered
- ได้รับการแต่งตั้ง — be appointed
- ได้รับการยอมรับ — be accepted or recognized
- ได้รับการคุ้มครอง — be protected
- ได้รับการเผยแพร่ — be published or disseminated
- ได้รับการปรับปรุง — be improved or revised
Do not assume that ได้รับการ is a universal passive auxiliary. It retains a “receive/undergo” flavor and is especially at home with institutional processes, treatment, recognition, assistance, and measures applied to something. A direct active clause is often clearer when the actor matters.
2. Leaving the actor unexpressed
Thai commonly omits a recoverable actor. In a formal result-focused sentence, the affected entity appears first:
รายงานฉบับนี้เผยแพร่เมื่อเดือนมิถุนายน
“This report was published in June.”
There is no explicit equivalent of English “was.” Context allows เผยแพร่ to describe what happened to the report. Compare:
- หน่วยงานเผยแพร่รายงานเมื่อเดือนมิถุนายน — The agency published the report in June.
- รายงานได้รับการเผยแพร่เมื่อเดือนมิถุนายน — The report was published in June.
- รายงานเผยแพร่เมื่อเดือนมิถุนายน — The report was published in June. (compact; interpretation depends on context)
The unmarked version is concise, but it can be ambiguous if the noun could plausibly perform the action. Use ได้รับการ when formal passive status needs to be unmistakable.
3. General belief: เป็นที่...กันว่า
The frame เป็นที่ + mental/evaluative verb + กัน + ว่า + clause presents a view as shared rather than attributed to one person.
เป็นที่เชื่อกันว่า + proposition
“It is generally believed that + proposition.”
Here เป็นที่... marks something as the object or focus of a shared attitude, กัน signals collective or reciprocal participation, and ว่า introduces the content of the belief. Common forms include:

Not every เป็นที่... expression requires กัน. For example, เป็นที่รู้จัก means “be known” and เป็นที่นิยม means “be popular.” The กันว่า frame is particularly useful when presenting a proposition as a collectively held belief, understanding, or accepted position.
4. Evidence-led statements: จะเห็นได้ว่า
จะเห็นได้ว่า + clause is a formal discourse frame meaning “it can be seen that,” “we can see that,” or, in smoother English, “this shows that.” Its internal order is characteristically Thai:
จะ + เห็น + ได้ + ว่า + proposition
prospective marker + see + can + that + proposition
In this expression, จะ does not necessarily refer to a future event. It helps frame the conclusion that follows. Writers use the pattern after data, examples, or an argument:
จากข้อมูลข้างต้น จะเห็นได้ว่าอัตราการใช้พลังงานลดลง
“From the data above, it can be seen that energy use has decreased.”
The construction suppresses the observer and presents the conclusion as available from the evidence. It should not be used merely to make an unsupported opinion sound objective.
Related forms include เห็นได้ว่า “it is evident/can be seen that,” สังเกตได้ว่า “it can be observed that,” and กล่าวได้ว่า “it can be said that.” Their lexical verbs specify the basis of the statement.
5. Evaluation and classification with ถือว่า
ถือว่า introduces a judgment, classification, or standard-based conclusion. Depending on context, it can mean “consider,” “regard as,” “count as,” or “be considered.”

ถือว่าเป็น often corresponds to “be regarded as,” but ถือว่า is not morphologically passive. Thai simply omits the evaluator when it is generic, institutional, or already known. In regulations, ให้ถือว่า has a directive force: “let it be deemed,” “shall be considered,” or “treat as.”

Common Mistakes
1. Using โดน in official prose
- Inappropriate register: โครงการโดนยกเลิกโดยคณะกรรมการ
- Better: โครงการถูกยกเลิกโดยคณะกรรมการ or คณะกรรมการมีมติยกเลิกโครงการ
- Why: โดน is common in conversation and often carries an adverse tone. A direct active sentence is usually sharper in a formal report; ถูก remains possible when the affected result is important.
2. Adding การ after every ได้รับ
- Wrong: เขาได้รับการรางวัลดีเด่น
- Right: เขาได้รับรางวัลดีเด่น
- Why: รางวัล is already a noun meaning “award.” Use ได้รับ + noun. การ belongs before an action expression, as in ได้รับการแต่งตั้ง “was appointed.”
3. Treating ได้รับการ as a mechanical replacement for English “be”
- Heavy: หน้าต่างได้รับการเปิดโดยเจ้าหน้าที่
- More natural: เจ้าหน้าที่เปิดหน้าต่าง or, if the result matters, หน้าต่างถูกเปิดไว้
- Why: ได้รับการ suits formal processes, but ordinary concrete actions often sound bureaucratic or unnatural in that frame. Change the sentence structure rather than translating the English passive word by word.
4. Omitting ว่า before a full proposition
- Wrong: เป็นที่เชื่อกันโลกจะร้อนขึ้น
- Right: เป็นที่เชื่อกันว่าโลกจะร้อนขึ้น
- Why: ว่า introduces the content clause—the complete idea that people believe.
5. Forcing an English dummy “it” into Thai
- Awkward: มันเป็นที่เชื่อกันว่า...
- Right: เป็นที่เชื่อกันว่า...
- Why: English needs the grammatical placeholder “it” in “it is believed that.” Thai does not. มัน would normally refer to an actual thing and is unnecessary here.
6. Using ถือว่า without a clear standard or evaluator
- Unclear: รายงานนี้ถือว่าดี
- Clearer: ตามเกณฑ์ของคณะกรรมการ รายงานนี้ถือว่ามีคุณภาพดี
- Why: ถือว่า presents an assessment. In careful prose, state whose criteria apply or what standard supports the judgment when readers cannot infer it.
Usage Notes
Formal does not always mean passive
English institutional prose often relies heavily on passives. Thai formal prose can do so too, but repeated ได้รับการ may become dense and noun-heavy. If responsibility matters, naming the actor is clearer:
- Result-focused: ข้อเสนอได้รับการอนุมัติจากคณะกรรมการ — The proposal was approved by the committee.
- Actor-focused: คณะกรรมการอนุมัติข้อเสนอ — The committee approved the proposal.
The second is shorter and makes accountability explicit. Use the passive to manage information focus, not merely to sound formal.
Naming the actor with จาก or โดย
After a passive-like predicate, จาก often identifies a source, institution, or provider: ได้รับการสนับสนุนจากมหาวิทยาลัย “received support from the university.” โดย explicitly marks the agent or means: ดำเนินการโดยหน่วยงานท้องถิ่น “implemented by the local agency.” Actual usage overlaps, but the choice should fit the relationship: source/origin with จาก, performing agent or method with โดย.
Degrees of commitment
The impersonal frames carry different rhetorical effects:
- เป็นที่เชื่อกันว่า reports a shared belief; it does not prove that belief true.
- เป็นที่ทราบกันว่า presents information as generally known.
- จะเห็นได้ว่า guides readers toward a conclusion from prior evidence.
- กล่าวได้ว่า cautiously authorizes a conclusion: “one can say that.”
- ถือว่า applies an assessment, convention, or rule.
Good formal writing selects the frame that accurately represents the evidence. These are not interchangeable decorations.
Beyond the Basics / Advanced Use
Stacking formal nominalizations
Official Thai may place a long nominalized action after ได้รับการ, for example ได้รับการพิจารณาให้ความเห็นชอบ “be considered for approval.” Such strings are compact for specialists but hard to process. When writing for the public, split long chains or restore an actor and finite action where possible. Advanced control includes knowing when not to use the most bureaucratic form.
เป็นที่ + adjective or verb beyond shared opinion
The broader เป็นที่ + predicate pattern marks the subject as the focus or object of a response:
- ผลงานของเธอเป็นที่ยอมรับในระดับนานาชาติ — Her work is internationally recognized.
- สถานที่แห่งนี้เป็นที่นิยมในหมู่นักท่องเที่ยว — This place is popular among tourists.
- นักวิจัยคนนี้เป็นที่รู้จักอย่างกว้างขวาง — This researcher is widely known.
These do not require กันว่า, because they describe the status of a noun rather than introduce a whole proposition. Compare แนวคิดนี้เป็นที่ยอมรับอย่างกว้างขวาง “this idea is widely accepted” with เป็นที่ยอมรับกันว่าแนวคิดนี้มีประโยชน์ “it is generally accepted that this idea is useful.”
Impersonal stance and responsible sourcing
Impersonal language can make a claim sound detached from any speaker. In academic and professional writing, that may be useful when the evidence is already displayed. It can also hide who believes or decided something. When attribution matters, replace a vague consensus frame with a source:
งานวิจัยหลายชิ้นชี้ว่า... — Several studies indicate that...
คณะกรรมการเห็นว่า... — The committee considers that...
This is not only a style choice. It distinguishes documented attribution from an unsupported appeal to what “people” supposedly believe.
Resultative and passive readings
An actorless Thai clause may describe either an event or its resulting state. ประตูปิดแล้ว can mean “the door is closed now” or, in context, “the door has been closed.” If the distinction matters, add information: เจ้าหน้าที่ปิดประตูแล้ว names the actor, while ประตูถูกปิดเมื่อหกโมงเย็น clearly presents a passive event. Formal sophistication depends on context and clarity, not on maximizing passive markers.
Practice Tips
- Rewrite one fact three ways. Start with an active sentence such as คณะกรรมการอนุมัติโครงการ. Then produce a formal passive (โครงการได้รับการอนุมัติจากคณะกรรมการ) and an actorless result-focused version where context permits. Note how the focus changes.
- Build collocations, not a single formula. Keep a list of authentic combinations such as ได้รับการยอมรับ, ได้รับการแต่งตั้ง, and ได้รับการคุ้มครอง. Also collect nouns that follow plain ได้รับ, such as รางวัล, ข้อมูล, and ความช่วยเหลือ.
- Audit claims in formal texts. When you meet เป็นที่เชื่อกันว่า, จะเห็นได้ว่า, or ถือว่า, ask: who believes this, what evidence makes it visible, and what standard supports the judgment? This improves both comprehension and your own writing.
