German Funktionsverbgefüge combine a noun with a relatively general verb to express one action: eine Entscheidung treffen means “to make a decision,” while in Betracht ziehen means “to consider.” Learn the whole expression as one unit, including its article, preposition, and case. These structures are especially common in formal writing, professional communication, news, administration, and academic prose.

Overview

A Funktionsverbgefüge (function verb structure) is a fixed or semi-fixed combination in which a noun carries most of the meaning and the verb mainly supplies grammar such as tense, person, or the beginning and end of an action. In Wir treffen eine Entscheidung, for example, Entscheidung contains the central idea and treffen does not have its usual concrete meaning “to hit” or “to meet.” Together, eine Entscheidung treffen means “to make a decision.”

You will often meet these structures at C1 because they are important for precise control of formal register. German uses them heavily in reports, contracts, official notices, workplace discussions, and academic texts: Maßnahmen ergreifen (“take measures”), zur Verfügung stehen (“be available”), and Kritik üben (“express criticism”). English also has light-verb combinations such as “make a decision” and “take action,” but the German verb, preposition, and article cannot reliably be predicted from the English expression.

Not every noun-plus-verb combination is a Funktionsverbgefüge. In Sie liest das Buch, both words keep their ordinary meanings. In a function verb structure, however, the combination names a single event or state and can often—though not always—be paraphrased by one verb: eine Entscheidung treffenentscheiden; in Anspruch nehmennutzen or beanspruchen. The paraphrase may differ in tone, emphasis, or meaning, so it is a diagnostic rather than a rule for replacement.

How It Works

The noun carries the lexical meaning

The lexical meaning (the concrete idea expressed by a word) usually sits in the noun. The function verb is semantically “light”: it helps present that idea as an action, process, result, or state.

Pairs such as stehen/stellen and treten/setzen are especially useful. The first member describes a state or change of state; the second has a causative meaning (someone causes that state):

  • Der Raum steht den Mitarbeitenden zur Verfügung. — The room is available to the employees.
  • Die Firma stellt den Mitarbeitenden einen Raum zur Verfügung. — The company makes a room available to the employees.
  • Die Regelung tritt morgen in Kraft. — The regulation takes effect tomorrow.
  • Die Behörde setzt die Regelung morgen in Kraft. — The authority puts the regulation into effect tomorrow.

A case is the form that marks a noun phrase’s role in the sentence. German function verb structures may require the accusative, dative, or a fixed prepositional phrase. Their internal grammar is part of the expression and should be memorized with it.

The article may be fixed, variable, or absent. Compare in Betracht ziehen (normally no article), zur Verfügung stellen (the contraction zur = zu der), and eine Entscheidung treffen (the indefinite article can change when the noun is modified: eine endgültige Entscheidung treffen). Do not build these combinations word by word from an English model.

Conjugation and tense

Only the verb is conjugated. The noun remains part of the fixed structure:

  • Present: Wir ziehen auch diese Möglichkeit in Betracht.
  • Simple past: Wir zogen auch diese Möglichkeit in Betracht.
  • Perfect: Wir haben auch diese Möglichkeit in Betracht gezogen.
  • With a modal: Wir müssen auch diese Möglichkeit in Betracht ziehen.

The participle (the verb form used with haben or sein in the perfect tense) follows the normal pattern of the verb: getroffen, gestellt, genommen, gebracht, gezogen. A function verb does not become inseparable merely because it belongs to a fixed expression.

Word order and the sentence bracket

In a main clause, the conjugated verb occupies the usual second position, while other parts of the structure often appear later. This creates the German sentence bracket—the two-part frame formed by a finite verb and a later verb form or closely connected element:

  • Wir nehmen morgen die neue Software in Betrieb.
  • Die Leitung hat mehrere Änderungen in Aussicht gestellt.
  • Man sollte auch die langfristigen Kosten in Betracht ziehen.

In a subordinate clause, the conjugated verb moves to the end:

  • ..., weil wir auch die langfristigen Kosten in Betracht ziehen.
  • ..., nachdem die Anlage in Betrieb genommen worden war.

Objects and adverbials can occur between parts of the expression. The underlying combination nevertheless remains intact. With zur Verfügung stellen, for instance, the thing provided is accusative and the recipient is usually dative: Der Verlag stellt den Studierenden die Texte kostenlos zur Verfügung.

Meaning is not always identical to the simple verb

A one-word paraphrase may be shorter, but it can change the focus. Etwas prüfen directly names the act of examining something. Etwas einer Prüfung unterziehen presents it as a deliberate, formal procedure. Likewise, helfen is broader and more direct than Hilfe leisten, which is common when assistance is treated as an organized service.

The structure may also make participants easier to add or the noun easier to modify:

  • Die Kommission entschied schnell.
  • Die Kommission traf nach langer Beratung eine vorläufige Entscheidung.

The second version allows the speaker to classify and modify the decision while keeping the sentence formally organized.

Common Mistakes

Translating the English verb literally

  • Wrong: Wir müssen eine Entscheidung machen.
  • Right: Wir müssen eine Entscheidung treffen.
  • Why: Although English says “make a decision,” standard German uses treffen. Some regional or conversational uses of machen exist, but they are not the neutral choice in careful standard German.

Changing a fixed preposition or article

  • Wrong: Wir ziehen diese Lösung in die Betrachtung.
  • Right: Wir ziehen diese Lösung in Betracht.
  • Why: in Betracht ziehen has no article. The expression must be learned as a fixed unit, not assembled from the ordinary noun Betrachtung.

Confusing a state with causing that state

  • Wrong: Die Firma steht den Kunden die Daten zur Verfügung.
  • Right: Die Firma stellt den Kunden die Daten zur Verfügung.
  • Why: etwas zur Verfügung stellen means to provide something. zur Verfügung stehen means to be available: Die Daten stehen den Kunden zur Verfügung.

Using the wrong case for a participant

  • Wrong: Wir stellen die Teilnehmer die Unterlagen zur Verfügung.
  • Right: Wir stellen den Teilnehmern die Unterlagen zur Verfügung.
  • Why: The recipients are in the dative (den Teilnehmern), while the thing provided is in the accusative (die Unterlagen).

Breaking verb-final order in a subordinate clause

  • Wrong: ..., weil wir müssen diese Möglichkeit in Betracht ziehen.
  • Right: ..., weil wir diese Möglichkeit in Betracht ziehen müssen.
  • Why: In this subordinate clause, both infinitives come before the conjugated modal müssen. The fixed expression does not override normal German word order.

Treating every paraphrase as interchangeable

  • Awkward in a casual exchange: Kannst du mir Hilfe leisten?
  • Natural: Kannst du mir helfen?
  • Why: Hilfe leisten is correct, but it sounds institutional or formal. A function verb structure can alter register and perspective even when a simple verb expresses a similar core idea.

Usage Notes

Function verb structures are frequent in formal and semi-formal German, but they are not automatically bureaucratic or unnatural. Expressions such as eine Frage stellen, Bescheid geben, Angst haben, and eine Rolle spielen occur in everyday speech, though grammarians may classify the boundaries of the category differently. The most characteristically formal structures include Maßnahmen ergreifen, einer Prüfung unterziehen, Kenntnis nehmen von, and zur Anwendung kommen.

In professional writing, these combinations can make relationships explicit and support precise modification: umfangreiche Vorbereitungen treffen is more expandable than simply vorbereiten. They can also maintain an impersonal tone: Die Regelung kommt zur Anwendung avoids naming the person who applies it. That can be useful when the process matters more than the actor, but too many nominal expressions can make prose heavy.

English sometimes offers a close parallel—“take measures” for Maßnahmen ergreifen—but often it prefers a simple verb: zur Sprache bringen is usually “raise,” and in Kraft treten is “take effect.” Translate the meaning and register, not each component. Conversely, when producing German, notice recurring combinations in authentic texts rather than guessing from the English wording.

Spelling is worth checking because usage has changed and superficially similar patterns differ. Current standard spelling uses, for example, infrage stellen and instand setzen, but in Betracht ziehen and zur Verfügung stellen. A reliable contemporary dictionary should be your guide for whether an element is written together or separately.

Beyond the Basics: Perspective, Voice, and Style

Action, process, and state

Related structures can present the same topic from different angles:

The kommen version often resembles a passive construction in meaning, although it is not grammatically the ordinary passive with werden + participle. Compare Das Verfahren wird angewendet and Das Verfahren kommt zur Anwendung. Both background the agent, but the function verb version is more nominal and often more administrative in tone.

Modifying and classifying the event

Because the event is expressed as a noun, it can take adjectives, genitive phrases, or prepositional modifiers:

  • eine grundsätzliche Entscheidung treffen
  • die Entscheidung des Gerichts zur Kenntnis nehmen
  • heftige Kritik an dem Vorschlag üben
  • konkrete Maßnahmen zum Schutz der Daten ergreifen

This is one reason the structures remain useful at advanced levels: they package complex information around a noun. However, a long chain of nouns can hide who does what. When clarity matters, compare the nominal version with a direct verb and choose the cleaner sentence.

Deliberate editing choices

Strong formal German does not require replacing every simple verb with a longer expression. Wir prüfen den Antrag is clear and professional. Wir nehmen eine Prüfung des Antrags vor may be justified if the examination is being presented as a defined procedural step, but otherwise it can sound inflated. When revising, ask:

  1. Does the structure express a recognized collocation rather than an improvised noun phrase?
  2. Does it add a useful distinction—state versus cause, formal procedure, result, or modification?
  3. Is the register appropriate for the audience?
  4. Would a simple verb make the sentence shorter without losing meaning?

Advanced control means being able both to use these structures accurately and to avoid them when direct verbal style is better.

Practice Tips

  1. Record complete chunks, not isolated nouns. Write etwas in Betracht ziehen, jemandem etwas zur Verfügung stellen, and Kritik an etwas üben. Mark the required case and include one realistic sentence.
  2. Build contrast pairs. Practice zur Verfügung stehen/stellen, in Kraft treten/setzen, and zur Anwendung kommen/bringen. Say who acts, what changes, and whether the sentence describes a state or causes one.
  3. Rewrite in both directions. Turn Die Kommission entscheidet into Die Kommission trifft eine Entscheidung, then decide what changes in tone or emphasis. Do the reverse with formal sentences you find in news or workplace texts. This trains style, not just recognition.
